What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority and dated 29 September 2005, effective 4 October 2005. The AD mandates mandatory inspection and, where necessary, repair of elevator hinge support attachments and elevator hinge joints on specified Beechcraft 1900 series aeroplanes. The operative requirements, as stated in the AD, are:
-
Inspect all elevator hinge support attachments on both left and right elevators for loose or missing rivets, following Raytheon Aircraft Company Safety Communique No. 261 and the Raytheon Aircraft Company Maintenance Manual, Chapter 5-20-07 and Structural Repair Manual, Chapter 51-40-02. If loose or missing rivets are evident, replace the affected rivets before further flight; and
-
Inspect the elevator hinge joints for looseness and inspect the clearance of each elevator to its stabiliser, again as specified in Raytheon Safety Communique No. 261 and the cited maintenance/repair manuals. If looseness of the elevator hinge joints or incorrect clearance between the elevators and their stabilisers is evident, correct the discrepancies before further flight.
The AD sets a compliance window: both inspections must be completed within 50 hours time in service after 4 October 2005. The AD also notes an FAA counterpart: "FAA AD 2005-18-21 Amdt 39-14262 refers." The background section of the AD records that the FAA received a report of a Model 1900D experiencing a binding elevator control column during takeoff; inspection found a missing rivet and other loose rivets on the outboard hinge attachment, and evidence that the elevator counterweight horn was rubbing against the horizontal stabiliser. David Villiers signed the AD as a CASA delegate on 29 September 2005.
