What it does
This Airworthiness Directive (AD), published as AD/BEA 121/27 Amendment 3 and dated 8 August 2016, imposes a mandatory maintenance requirement on all de Havilland Support Beagle B.121 (Pup) series aeroplanes. The AD requires action in accordance with Mandatory Beagle Pup service bulletin B121/95 Revision 4 issued 8 July 1996, and states that compliance is to be carried out "as specified in the Requirement Document." The AD expressly applies to "All models of de Havilland Support Beagle B.121 (Pup) Series aeroplane." The AD commenced on 29 August 2016.
Mechanically, the instrument prescribes replacement lifing options for the control column handgrip fitting, Part No. BE45-10283. Revision 4 of the service bulletin, which the AD incorporates, provides two alternative compliance regimes for registered operators: option 1 requires replacement of the handgrips at five year intervals if the aircraft and the handgrips are not covered when not in use; option 2 requires replacement at ten year intervals if the aircraft and the handgrips are kept covered when not in use. The AD replaces prior amendments to AD/BEA 121/27 and incorporates the latest service bulletin Revision 4.
The AD grounds the requirement in reported occurrences: it records fractures of the handgrips fitted to bulldog aircraft, which are identical to those fitted to Pup aircraft, including two in‑flight failures during aerobatics where the failed handgrips had no evidence of surface cracking. The background statement adds that failures may be more likely in climates with high ultraviolet radiation, and that non‑destructive inspection was established to be inadequate to detect degradation of strength, which led to a fixed life approach in earlier amendments.
The AD is signed by a delegate of the Civil Aviation Safety Authority, Pieter van Dijk. The document references the Mandatory Beagle Pup service bulletin and a Requirement Document as the operative technical materials for compliance, rather than setting out inspection or replacement procedures in‑line within the AD text itself.
