What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (Delegate David Punshon) addressing a specific defect in Cameron Balloons gas-cylinder inlet self-seal valves. Mechanically it mandates three core actions for affected equipment: identification (inspection), physical intervention (replacement or modification of the inlet self-seal valve), and operational restrictions until those interventions are completed.
The AD’s applicability is limited to Cameron Balloons fitted with gas cylinders supplied by CBL Balloons containing a “CB-0824-0001 Rego Type Cylinder Liquid Valve” that are date-stamped between 12/05 and 08/06 (Applicability). The Requirement section sets out the mandated responses: inspect cylinders to identify valves from the affected batch using CBL Service Bulletin No. 17; replace the self-seal valve in accordance with CBL Service Bulletins 16 and 17; modify any cylinder from the affected batch installed in a multi-cylinder balloon before that cylinder is used in a hopper (single-cylinder) balloon; and allow other cylinders from the affected batch in multi-cylinder balloons to remain in service (Requirement 1-4). The AD also contains a non-mandatory recommendation to replace self-seal valves on multi-cylinder balloons (Note 1).
Operationally the AD ties the work to specific timing: the listed actions must be completed “before further flight after the effective date of this AD” and “before using a cylinder that is from the affected batch in a single cylinder balloon” (Compliance). The AD is effective on 11 February 2008 and is dated 6 February 2008.
The stated safety rationale in the Background is concrete: defective inlet self-seal valves have been identified; detachment of a seal could partially or completely block the burner supply and, on a hopper balloon (single-cylinder), lead to an uncontrolled descent with the potential for serious injury (Background). The AD therefore imposes an immediate operational constraint on affected balloons until the manufacturer-prescribed inspections and valve changes or modifications are completed (Requirement; Compliance).
