What it does
This Airworthiness Directive (AD/BAe 146/121; 8/2006) requires operators of British Aerospace BAe 146 and AVRO 146-RJ aeroplanes to determine the operational life and, where necessary, replace specified lift spoiler actuators (also described as lift spoiler jacks). The AD identifies the affected components by part number: P308-45-0002, P308-45-0102 and P308-45-0202. It prescribes two core actions, each tied to BAe Service Bulletin 27-178 Revision 0 or any later revision that is approved by the competent authority. The Requirement section of the AD states:
- Determine the life of each lift spoiler actuator/jack in accordance with Paragraph 1.D of Service Bulletin 27-178 Revision 0 or later approved revision.
- Replace each lift spoiler actuator/jack (same part numbers) in accordance with Paragraph 2.A of Service Bulletin 27-178 Revision 0 or later approved revision.
The AD fixes a unit life limitation of 55,000 flight cycles for these lift spoiler jacks. The Compliance section sets a two-step timetable: the life determination must be completed within 30 days after the AD’s effective date; replacement must occur prior to a part accumulating 55,000 flight cycles or before 1 September 2007, whichever occurs later following the effective date. The AD identifies the effective date as 3 August 2006 and the issuing signature as James Coyne, Delegate of the Civil Aviation Safety Authority, dated 20 June 2006. The Background section explains that the 55,000-cycle limit follows review under the BAe 146 and AVRO RJ aircraft (systems) Life Extension Programme and that the life limit was originally qualified to 55,000 cycles with no new data supporting an increase. The AD also references EASA AD 2006-0138 dated 23 May 2006.
Mechanically, the directive imposes an inspection/record determination obligation followed by a mandatory replacement obligation for the listed part numbers, on the timetable set out in the Compliance paragraphs and using the technical method specified in Service Bulletin 27-178 Rev 0 or later approved revisions.
