What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) concerning Boeing Model 767-300F series aeroplanes that are identified in Boeing Special Attention Service Bulletin 767-21-0192, dated 23 March 2006 (see "Applicability" and "Requirement"). The AD mandates physical replacement of parts of the airconditioning mix manifold ducting system as specified in Table 1 of the AD. For aeroplanes identified as Group 1 in the service bulletin, the rotomoulded duct between the transition duct of the right cooling pack and the mix manifold must be replaced with a new duct made of aluminium. For aeroplanes identified as Group 2 in the service bulletin, the rotomoulded ducts of the mix manifold system must be replaced with new ducts made from Kevlar® and aluminium (see "Requirement", Table 1).
The AD makes compliance mandatory within a specified timetable: the required replacement actions must be completed within 36 months after the AD’s effective date. The AD’s effective date is 8 May 2008 (see "Compliance" and the effective-date line). The directive expressly requires that the applicable action be performed "in accordance with the Accomplishment Instructions of Boeing Special Attention Service Bulletin 767-21-0192" (see "Requirement"). The AD includes a note referencing FAA AD 2007-25-13, Amendment 39-15295 dated 23 November 2007.
The stated technical rationale in the instrument is that the AD "results from a report of failures of the duct joint seal of the mix manifold system" and that the measure is "intended to prevent air conditioning leakage into the mix manifold bay" which could "decrease the air flow to the flight compartment and main cabin or could allow smoke into the flight compartment in the event of a fire in the main cabin or forward cargo compartment" (see "Background"). The AD is signed by a CASA delegate and dated 6 March 2008.
