What it does
This Airworthiness Directive (AD/B767/231), effective 25 October 2007, mandates repetitive detailed inspections and mandatory correction of damage to wiring and associated hardware in the forward and aft lower lobe cargo compartments on specified Boeing 767 models. Concretely, it requires operators to "Carry out detailed inspections for damage to the wire bundles, power drive unit (PDU) wiring and wire attaching hardware, supports and sleeving located in the forward and aft lower lobe cargo compartments in accordance with the Accomplishment Instructions of Boeing Service Bulletin (SB) 767-25-0376, Revision 1, dated 9 February 2007 (for Model 767-200, -300 and -300F series aeroplanes) or Boeing SB 767-25-0377, Revision 1, dated 9 February 2007 (for Model 767-400ER series aeroplanes); as applicable" (Requirement 1). Where damage or deficiencies are found the AD requires rectification (Requirement 2), and specifies that rectification must be completed "Before further flight after the Requirement 1 inspections."
The AD prescribes the initial compliance window and repeat intervals: the first inspections must be done "Within 36 months after the effective date of this Directive" and thereafter repeated "at intervals not to exceed 24,000 hours time in service or 72 months, whichever occurs first" (Compliance, Requirement 1). The AD accepts prior work done to the November 17, 2005 versions of the Boeing service bulletins as satisfying the requirement, and also accepts later revisions of those service bulletins provided those revisions are "approved by the United States Federal Aviation Administration (FAA) as an Alternate Method of Compliance (AMOC) to FAA AD 2007-16-18" (Requirements/Notes).
The stated safety rationale in the AD is that it "results from a fire in the forward lower lobe cargo compartment found shortly after aeroplane arrival" and is "issued to detect and correct damage to wires in the forward and aft lower lobe cargo compartments, which could result in a potential short circuit and consequent fire in the forward and aft lower lobe cargo compartments" (Background). The directive is issued under the authority of the Civil Aviation Safety Authority as evidenced by the signature block: Charles Lenarcic, Delegate of the Civil Aviation Safety Authority, 7 September 2007.
