What it does
This instrument is an amendment (Amdt 1) to Airworthiness Directive AD/B767/222 addressing cracking in the Station 1725.5 area of certain Boeing 767 series aeroplanes. The amendment (labelled AD/B767/222 Amdt 1, 2/2009) becomes effective on 12 February 2009 (Compliance: "This Amendment becomes effective on 12 February 2009"). Its central mechanical change is to permit operators to carry out corrective actions (repairs or repeat inspections) that are approved on an FAA form 8100-9 and approved by the Manager, Seattle Aircraft Certification Office, or the Manager's delegate, as an Alternative Method of Compliance (AMOC) to the requirements of FAA AD 2006-09-09, without first obtaining an exclusion from CASA from this Australian airworthiness directive (Requirement: "Corrective actions ... approved on an FAA form 8100-9 and approved by the Manager, Seattle Aircraft Certification Office or delegate as an Alternative Method of Compliance (AMOC) to the requirements of FAA AD 2006-09-09, may be carried out without the need to obtain an exclusion from CASA from this airworthiness directive").
Mechanically, the AD retains the substantive inspection and repair regime as specified in FAA AD 2006-09-09 (Requirement: "Action in accordance with the technical requirements of FAA AD 2006-09-09"). The amendment therefore links Australian compliance to an external FAA AD document and an FAA AMOC approval process, while removing a procedural barrier between FAA-approved AMOCs and Australian regulatory approval in the specific circumstances described.
The document also cross-references Boeing Special Attention Service Bulletin 767-53-0118 (original issue, or later FAA approved revision) as a relevant technical reference (Requirement Note). The background section identifies the operational hazard prompting the AD: reports of cracking in the skin panel common to stringer 7R and aft of the STA 1725.5 butt splice, and in the strap of the bulkhead outer chord at STA 1725.5, and the potential for undetected cracking to reduce structural integrity of the support structure for the vertical or horizontal stabiliser and result in loss of control (Background). The original issue of the directive first became effective on 6 July 2006 (Background: "The original issue of this directive became effective on 6 July 2006").
