AD/B767/100 Amdt 2 - Electrical Wire Bundles

This AD operates by a short decision tree hinging on an initial, detailed visual inspection prescribed by Boeing Message M-7200-98-00140 dated 11 January 1998 (Requirement 1). The two main hazard elements targeted by the directive are physical damage or chafing to the wiring bundles and insufficient clearance between the bundles and the forward galley air chiller. The AD addresses both detection and prevention: detection via the initial and repeat inspections; prevention via rerouting or installation of protective sleeving or tape as an alternative to continued repetitive inspection.

The AD references and requires compliance with Boeing technical material. The inspection method is not spelled out in the AD itself; instead the Boeing message referenced contains the detailed steps. Protective measures are constrained to materials and practices listed in Section 20-10-11 of the Boeing Standard Wiring Practices Manual and to one of the specific sleeve or tape products nominated in Requirements 2, 3, 4 and 5: RT876 sleeve, TFE-2X standard wall thickness sleeve, P-440 tape, Scotch 70 tape or CHR-A-2005 tape. The AD therefore combines regulatory compulsion with reliance on OEM engineering instructions.

This instrument also establishes conditional terminating action. If an operator installs the specified protective tape or sleeve in accordance with the Boeing manual and the AD, that installation is treated as terminating action for certain repetitive inspection obligations (the AD explicitly states that compliance with Requirements 2.b., 3, 4.c. or 5 are considered terminating action for the repetitive Requirement 2.a. and 4.b. inspections). The AD therefore creates an operational trade-off: perform repeated inspections tied to chiller removal events, or carry out a modification once that ends the repetition.

The AD situates itself under the Commonwealth Civil Aviation Regulations 1998, Part 39, appearing in the Schedule of Airworthiness Directives. It also cross-refers to FAA AD 98-07-26 Amdt 39-10448. The background narrative identifies the initiating safety event: post-take-off EICAS cautions, tripped circuit breakers, smoke from the forward galley air chiller and approximately 30 damaged wires in specific bundles. The directive therefore links a defined in-service failure mode and proximate cause, lack of protective sleeving and inadequate clearance,to an enforceable set of detection and mitigation actions.

The AD affects the operator, maintainer and owner stakeholders of Boeing 767 aeroplanes described in the Applicability statement: Model 767 aeroplanes line numbers 1 through 683 inclusive equipped with forward galley air chillers. That eligibility is an explicit limiting condition in the AD. Operators of aircraft outside that line-number range or without the forward galley air chiller are not within the AD’s stated applicability.

Operationally, affected parties include aircraft maintenance organisations, certifying staff and the airline or operator responsible for continuing airworthiness. Those parties must have access to and implement Boeing Message M-7200-98-00140 dated 11 January 1998 and Section 20-10-11 of the Boeing Standard Wiring Practices Manual to carry out inspections, repairs, rerouting, and installation of protective sleeving or tape as required by the AD. The AD’s procedures specify whose actions are required in situations such as removal and reinstallation of the forward galley air chiller; for example the AD requires inspection each time the forward galley air chiller is removed and reinstalled in some branches (Requirements 2.a. and 4.b.), making routine maintenance tasks a trigger for compliance activity.

Manufacturers and suppliers of the prescribed protective materials are indirectly affected because the AD limits acceptable protective materials to a specific list: RT876 sleeve, TFE-2X standard wall thickness sleeve, P-440 tape, Scotch 70 tape or CHR-A-2005 tape. Operators who choose the protective modification path must source one of these materials and install it in accordance with Boeing Section 20-10-11. Maintenance planners will need to include procurement, scheduling and labour for those installations in planning and cost calculations.

Regulatory and certification bodies are also engaged because the AD sits under the Civil Aviation Regulations 1998, Part 39. The AD references the FAA AD and Boeing technical documents, so there is interplay between operator compliance obligations and OEM or foreign regulator material. Finally, passengers and crew are indirect stakeholders in the safety outcome the AD targets: the directive was issued after an in-service event where smoke and burning wires were reported in the forward galley area, and the AD frames its measures as ensuring wiring damage does not present a fire hazard to passengers and crew.

The AD imposes mandatory duties on operators and maintainers of affected aircraft. The primary duty is to perform the detailed visual inspection required by Requirement 1, in accordance with Boeing Message M-7200-98-00140 dated 11 January 1998. That duty is a precondition for the branching corrective obligations set out in Requirements 2 through 5.

If the Requirement 1 inspection finds no damage and adequate clearance, the operator has a choice between repeating the Requirement 1 inspection under the timings stated in the Compliance section or installing protective tape or sleeve compliant with Boeing Standard Wiring Practices Manual Section 20-10-11 using one of the listed materials (Requirement 2). If inadequate clearance but no damage is found, the operator must reroute the wire bundles per the Boeing message and then install protective tape or sleeve from the listed materials (Requirement 3). Where damage or chafing is evident but clearance is adequate, the operator must repair the wire bundles following the Boeing message and then either repeat the Requirement 1 inspection or install protective tape or sleeve (Requirement 4). When both inadequate clearance and damage are present, the operator must both repair and reroute per the Boeing message and then install the protective sleeve or tape (Requirement 5).

These duties are specified with compliance timings. In many cases the AD requires action "Prior to further flight immediately after the Requirement 1 inspection" (Compliance items 2.b., 3, 4.a., 4.c., 5). Some inspection obligations are recurrent, for example 2.a. and 4.b. require inspection "Each time the forward galley air chiller is removed and reinstalled." The AD also preserves an original compliance deadline "Prior to 27 May 1998" as unchanged.

The AD confers a practical procedural right to choose between options in certain branches: operators may elect either to continue periodic inspections (with the triggers specified) or to install protective tape/sleeve as terminating action for some repetitive inspections. The AD explicitly states that compliance with Requirements 2.b., 3, 4.c. or 5 are considered terminating action for the repetitive Requirement 2.a. and 4.b. inspections. That gives operators discretion to choose between ongoing inspection costs and a one-time modification cost.

Operators and maintainers are required to perform work "in accordance with" specified Boeing documents. The AD therefore assigns decision authority over the technical content of repairs, rerouting and installation to the OEM documentation referenced. The AD itself does not define technical acceptance criteria such as a numeric clearance value; it requires compliance with the Boeing message and Boeing Standard Wiring Practices Manual Section 20-10-11 for the detailed methods and acceptance criteria implicit in those documents.

The AD is issued under the Commonwealth of Australia Civil Aviation Regulations 1998, Part 39, and appears in the Schedule of Airworthiness Directives maintained by the Civil Aviation Safety Authority. The text specifies compliance obligations and effective dates; the Amendment becomes effective on 31 December 1999. The AD does not itself list monetary penalties or criminal sanctions in its text. Instead it prescribes mandatory maintenance and modification actions and explicit compliance timings, where non-compliance would leave the aircraft in breach of the applicable airworthiness directive.

Enforcement mechanisms are those embedded in the regulatory framework in which the AD sits, namely Civil Aviation Regulations Part 39 and the Schedule of Airworthiness Directives. The AD identifies actions that must be completed "Prior to further flight immediately after the Requirement 1 inspection" in multiple branches, which indicates that aircraft are expected not to be flown until required corrective work is done where the inspection reveals issues. Where the AD requires "each time the forward galley air chiller is removed and reinstalled" then maintenance cycles and the timing of routine tasks are points at which compliance must be satisfied.

The AD references FAA AD 98-07-26 Amdt 39-10448 as related material. This cross-reference may be used by regulators, auditors and investigators to determine equivalent FAA-mandated actions and to confirm whether the Australian AD mirrors that foreign regulator’s requirements. The AD’s background narrative explains the safety rationale and the in-service event that prompted issuance; that context is normally relied on by enforcement and oversight personnel when assessing whether an operator complied adequately with the remedial intent as well as the letter of the directive.

This AD also establishes terminating actions for certain repetitive inspection obligations: installing the prescribed protective tape or sleeve in accordance with the Boeing manual is considered terminating action for some repetitive inspections. From an enforcement standpoint this means an inspector reviewing maintenance records should expect either recurrent inspection entries tied to chiller removal events, or evidence of installation of acceptable protective material consistent with the AD. The AD does not specify the form of evidence required, but inspection dates, maintenance releases and references to the Boeing message and Boeing manual would be the natural documentary trail for compliance verification.

The AD is an instrument issued under the Commonwealth Civil Aviation Regulations 1998, Part 39, and appears in the Schedule of Airworthiness Directives. As such it is not an isolated technical note but part of the continuing airworthiness regulatory regime. It cross-refers to FAA AD 98-07-26 Amdt 39-10448, indicating a relationship with foreign regulator action. The AD’s technical requirements are expressed as obligations to carry out inspections and corrective actions "in accordance with" Boeing Message M-7200-98-00140 dated 11 January 1998 and Section 20-10-11 of the Boeing Standard Wiring Practices Manual. That creates an interaction between regulatory duty and OEM technical documentation.

Because the AD requires work "in accordance with" Boeing documents, compliance necessarily implicates the operator’s obligations under maintenance regulations that require work to be performed in accordance with approved data. The AD does not itself alter the contents of Boeing documents; rather it incorporates them by reference. Operators must therefore rely on their access to and correct application of the Boeing message and the Boeing wiring practices manual to discharge the AD. Any discrepancies between the AD and other regulatory obligations, or between the AD and OEM data, would require resolution through appropriate regulatory channels; the AD text does not itself supply a conflict resolution mechanism.

The AD’s applicability clause and its amendment history also interact with record-keeping, certification and continuing airworthiness obligations. The AD notes the original compliance date 'Prior to 27 May 1998' remains unchanged, and sets an effective date for the Amendment of 31 December 1999. Operators must therefore align these AD requirements with their continuing airworthiness management system schedules and any statutory reporting obligations that arise under the Civil Aviation Regulations.

The AD does not specify insurance, contractual or employment law consequences that may flow from grounding aircraft to perform required actions. However, its requirement that certain actions be done "Prior to further flight" means operators may need to coordinate contractual and operational arrangements governed by other law or contract, for example commercial passenger carriage obligations. The AD does not address cost recovery, warranties or supplier obligations; those remain matters for commercial contract and general law and are not altered in the AD text. The AD’s incorporation of FAA and Boeing materials means that foreign regulator actions and OEM instructions are relevant to interpreting and executing the AD, so operators must manage multi-jurisdictional documentation and compliance obligations.

The AD text contains a brief amendment history in its Background and header. The original Airworthiness Directive was issued and became effective on 29 April 1998. Amendment 1 became effective on 10 September 1998. Amendment 2, the document at hand, becomes effective on 31 December 1999. The AD states that Amendment 1 was issued following advice from the FAA that two typographical errors in FAA AD 98-07-26 had been identified and corrected; Amendment 1 corrected references to the Boeing Standard Wiring Practices Manual and the part number for the TFE-2X standard wall thickness sleeving.

Amendment 2 is stated to correct an error in the Applicability Statement. The current Applicability specifies Model 767 aeroplanes line numbers 1 through 683 inclusive equipped with forward galley air chillers. The AD preserves the original compliance of 'Prior to 27 May 1998' unchanged. The background explains the safety incident that led to the initial issuance and subsequent amendments: the FAA reported an in-service event where the EICAS displayed caution messages and circuit breakers tripped, cabin crew detected smoke from the forward galley air chiller, and approximately 30 wires were found damaged in identified bundles forward of the P37 panel adjacent to the AE0218 disconnect panel and above the aft side of the forward galley air chiller.

The textual history in the AD indicates a sequence: initial AD issued 29 April 1998; Amendment 1 on 10 September 1998 corrected typographical and part-number references after FAA advice; Amendment 2 corrects the applicability error and sets the effective date of this Amendment to 31 December 1999. The AD also notes FAA AD 98-07-26 Amdt 39-10448 as a related foreign regulator action. Beyond these enumerated amendments and dates, no further amendment history is recorded in the document provided.

The AD itself contains no litigation history, judicial decisions or references to enforcement proceedings. The text does not cite any court cases, appeals, or legal disputes arising from issuance or application of this AD. The only external references are to FAA AD 98-07-26 Amdt 39-10448 and Boeing technical documents (Boeing Message M-7200-98-00140 and Boeing Standard Wiring Practices Manual Section 20-10-11). The lack of litigation history in the AD document means there is no recorded judicial testing of its terms in the text presented.

Although the AD does not record litigation, the content of the AD identifies possible sources of interpretative ambiguity that could be the subject of disputes. For example the AD requires inspection for "adequate clearance" but does not provide a quantitative clearance metric within the AD text; instead it requires inspection "in accordance with Boeing Message M-7200-98-00140" and installation "in accordance with Section 20-10-11 of the Boeing Standard Wiring Practices Manual." If parties dispute whether a particular rerouting, repair or protective installation meets those external documents’ criteria, resolution will depend on the Boeing message and manual and on regulatory interpretation rather than on the AD text alone.

Similarly, the AD creates branching compliance options that could prompt disagreement about whether a specific action is sufficient to be a terminating action for repetitive inspection obligations. The AD explicitly says compliance with Requirements 2.b., 3, 4.c. or 5 are considered terminating action for the repetitive Requirement 2.a. and 4.b. inspections. Disputes could arise if there is ambiguity about whether the work done was in accordance with the Boeing materials cited. Any such dispute in practice would likely be resolved through regulatory processes or, where necessary, legal proceedings, but the AD file itself records no such litigation.

Several practical and interpretive points in the AD can catch implementers if they are not attended to deliberately.

• Narrow applicability: The AD applies only to Model 767 aeroplanes line numbers 1 through 683 inclusive that are equipped with forward galley air chillers. Aircraft outside that line-number range or without the specified chiller are not covered by the AD as written. Amendment 2 explicitly corrected an error in the Applicability Statement, underscoring that applicability details matter.

• Reliance on external documents: The detailed inspection procedure and the technical criteria for repair, rerouting and protective installation are not contained in the AD text itself. Instead operators must use Boeing Message M-7200-98-00140 dated 11 January 1998 for the detailed visual inspection and Section 20-10-11 of the Boeing Standard Wiring Practices Manual for installation practices. Non-possession or misinterpretation of those documents could lead to non-compliance.

• Material list specificity: The AD limits acceptable protective materials to a specific list: RT876 sleeve, TFE-2X standard wall thickness sleeve, P-440 tape, Scotch 70 tape or CHR-A-2005 tape. Amendment 1 corrected the part number for TFE-2X sleeving, which highlights that an apparently small typographical error in a part number is material to compliance. Operators must ensure they procure the exact listed materials and that the chosen product matches the AD’s list.

• Triggering events: Certain inspection obligations are triggered by maintenance activities. Requirement 2.a. and 4.b. require inspection "Each time the forward galley air chiller is removed and reinstalled", which means routine maintenance that involves that chiller will create recurring inspection duties unless terminating action is implemented. Failure to track those triggers in a maintenance control system could result in missed inspections.

• Terminating action mechanics: The AD offers terminating action for some repeating inspections if specified protective installation or rerouting/repair plus installation is completed in accordance with Boeing documents. The AD explicitly states that compliance with Requirements 2.b., 3, 4.c. or 5 are considered terminating action for the repetitive Requirement 2.a. and 4.b. inspections. Operators must therefore be able to demonstrate that installations were performed in accordance with the Boeing manual and the AD to rely on terminating action.

• Immediate action language: Several corrective paths require action "Prior to further flight immediately after the Requirement 1 inspection." That language indicates a zero-tolerance for flight with unresolved defects found by the Requirement 1 inspection in certain branches, so operators must plan for aircraft downtime and immediate maintenance if issues are detected.

• Incident specifics: The background identifies specific damaged bundles (W272, W656, W782, W254), the location (forward of P37, adjacent to AE0218 disconnect panel and above aft side of forward galley air chiller), and the consequence (smoke and burning wires causing EICAS cautions and circuit breaker trips). Implementers should ensure inspections include precisely the areas and bundles specified.

• Compliance date continuity: The AD preserves an original compliance deadline of 'Prior to 27 May 1998', while the Amendment becomes effective 31 December 1999. Implementers must pay attention to the AD’s temporal layering: initial deadlines, amendment effective dates and ongoing triggers for inspection.

To comply with this AD, follow the decision tree the AD sets out and use the Boeing documents the AD references.

1. Prepare: Confirm applicability for each aircraft , Model 767 line numbers 1 through 683 inclusive equipped with forward galley air chillers. Obtain Boeing Message M-7200-98-00140 dated 11 January 1998 and Section 20-10-11 of the Boeing Standard Wiring Practices Manual. Arrange access to the listed protective materials: RT876 sleeve, TFE-2X standard wall thickness sleeve, P-440 tape, Scotch 70 tape or CHR-A-2005 tape.

2. Requirement 1 inspection: Perform the detailed visual inspection in accordance with Boeing Message M-7200-98-00140. Inspect for:

   • Damage or chafing of the electrical wiring bundles located forward of the P37 panel adjacent to the AE0218 disconnect panel, and
   • Adequate clearance between the wire bundles and the adjacent forward galley air chiller.

3. Branch outcomes and actions:

   • If no damage/chafing and adequate clearance are found: a. Either repeat the Requirement 1 visual inspection as specified in the Compliance section (noting triggers such as chiller removal), or b. Install protective tape or sleeve over the wire bundles in accordance with Boeing Standard Wiring Practices Manual Section 20-10-11 using one of the specified materials (Requirement 2). If choosing 2.b., that installation is considered terminating action for the repetitive Requirement 2.a. inspection.
   • If inadequate clearance exists but no damage is detected:
     • Reroute the wire bundles in accordance with the Boeing message and install the specified protective tape or sleeve per Section 20-10-11 (Requirement 3). Compliance with Requirement 3 is considered terminating action for the repetitive inspections referenced in the AD.
   • If damage or chafing is evident but clearance is adequate:
     • Repair the wire bundles in accordance with the Boeing message, and thereafter either: a. Repeat the Requirement 1 visual inspection consistent with the Compliance triggers, or b. Install protective tape or sleeve per Section 20-10-11 using one of the specified materials (Requirement 4). Note that 4.b. requires inspection each time the air chiller is removed and reinstalled if the repeat-inspection option is chosen, whereas 4.c. is terminating action.
   • If both inadequate clearance and damage or chafing are present:
     • Repair and reroute the wire bundles per the Boeing message and then install the specified protective tape or sleeve in accordance with Section 20-10-11 (Requirement 5). Completion of Requirement 5 is terminating action for the repetitive inspections.

4. Timing:

   • For many branches the AD requires action "Prior to further flight immediately after the Requirement 1 inspection" (e.g. Requirements 2.b., 3, 4.a., 4.c., 5). Ensure that aircraft are not dispatched until required corrective steps are completed in those circumstances.
   • For continuing obligations the AD requires inspection "Each time the forward galley air chiller is removed and reinstalled" in some branches (Requirements 2.a. and 4.b.). Track chiller removals in the maintenance control system.

5. Documentation and proof of compliance:

   • Although the AD does not specify a documentary format, operators should document the Requirement 1 inspections, any repairs, rerouting, or installation of protective tape/sleeve, and the Boeing documents used to perform the work. Where a terminating action is claimed, record the installation work order referencing Boeing Section 20-10-11 and the specific material used from the AD’s approved list.

6. Material and method conformance:

   • When protective tape or sleeve is installed, do so per Section 20-10-11 of the Boeing Standard Wiring Practices Manual and use one of the AD’s permitted materials. Amendment 1 corrected the referenced part number for the TFE-2X sleeving; ensure the correct product is procured.

7. Coordination with regulatory compliance:

   • This AD is issued under Civil Aviation Regulations 1998, Part 39 and becomes effective in the Amendment on 31 December 1999. Align maintenance planning to ensure initial compliance deadlines and ongoing triggers are met and that audits or regulatory verification can be supported.

Following these steps will place the aircraft in compliance with the AD’s specified inspection, repair, rerouting and modification paths, and will enable an operator either to continue with repeat inspections tied to maintenance events or to adopt the protective installation option that serves as terminating action for some repetitive inspections.
