Plain English Summary

3/10 complexity

What it does: This safety order requires airlines to inspect and maintain critical wing components on Boeing 747 aircraft. Specifically, operators must check flap carriage spindles (the metal rods that support moving wing flaps) and aft link assemblies (rear connecting brackets) for stress corrosion and cracks. Amendment 2 adds a requirement for internal inspection of these spindles, not just external checks.

Who it affects: All Australian operators of Boeing 747 aircraft (except the shorter 747 SP model). Compliance means following detailed technical instructions in a referenced US Federal Aviation Administration (FAA) safety directive.

Why it matters: After stress corrosion caused spindle failures overseas—creating severe flight control difficulties—and cracked aft links were discovered in other aircraft, this rule prevents potentially catastrophic structural failures that could cause loss of control during flight.

Amdt 2

Flap Carriage Spindles and Aft Link Assembly 11/90

Applicability: All models except 747 SP.

Requirement: Action in accordance with FAA AD 90-17-19 Amdt 39-6705 Paragraphs A and B. Compliance: In accordance with the Requirement Document.

Background: In an overseas incident, undetected stress corrosion caused failure of two spindles on one flap which resulted in severe handling difficulties. Fractured flap carriage aft links have also been detected overseas. Amendment 1 to this Directive references Revision 2 of the Requirement document which requires inspection and overhaul of aft link assemblies, additional inspections, revised compliance intervals and requirement to overhaul or replace spindles.

Amendment 2 requires additional work, i.e. internal inspection of the spindles. It also references the superseding FAA AD as the Requirement document due to the requirements and compliance diverging from the parent Boeing 747 SB-27-2280 Revision 3.
