What it does
This instrument is an Airworthiness Directive (AD) directed at specific Boeing 747 series aeroplanes. It requires removal and replacement of fuselage insulation blankets constructed of ORCON Orcofilm AN-26 (including AN-26, AN-26A and AN-26B) from pressurised areas of the fuselage, unless the material is positively identified as not AN-26 using an identification method approved by the Manager, Seattle Aircraft Certification Office (ACO), FAA or in accordance with Appendix A of Boeing Special Attention Service Bulletin 747-25-3429. The AD sets two alternative compliance actions: either (a) remove existing insulation blankets from pressurised portions of the fuselage and install new blankets using a method approved by the Manager, Seattle ACO, with the new blankets complying with 14 CFR 25.856(a); or (b) remove and replace the blankets in accordance with the Accomplishment Instructions of Boeing Special Attention Service Bulletin 747-25-3429 (Requirement: 1.a and 1.b). The AD also imposes a continuing prohibition on installing AN-26 constructed insulation blankets as replacements unless they have been modified to comply with 14 CFR 25.856(a) (Requirement: 2). The AD enumerates the fuselage areas where affected blankets may be installed, including crown areas, behind flight deck and circuit breaker panels, behind sidewalls, lavatories, closets and galleys, cargo compartment areas, air ducting, waste and water tubing, and areas attached to the underside of floor panels (Requirement: 1.a(i)-(vii)). The AD becomes effective on 15 January 2009 and requires compliance with the removal/replacement action within 96 months after the effective date; the installation prohibition applies after the effective date (Compliance: 1 and 2; Effective date: 15 January 2009). The AD states its safety rationale: reports of in‑flight and ground fires involving insulation blankets covered with AN-26 that may contribute to fire spread when ignition occurs from electrical arcing or sparking (Background). The instrument refers to Boeing Special Attention Service Bulletin 747-25-3429 for serial-number applicability and Appendix A for an identification method, and it refers to FAA AD 2008-23-09 (Notes).
