What it does
This instrument is an Airworthiness Directive (AD) titled AD/B747/370, dated 3/2008, that imposes mandatory inspection, identification, corrective action, and installation-prohibition requirements on Boeing Model 747-400 series aeroplanes as identified in Boeing Service Bulletin 747-21A2439, Revision 2, dated 24 May 2007 (Applicability). The AD requires two principal streams of action. First, repetitive general visual inspections of the forward and rear heat exchanger shells of the crew-rest air distribution system to detect discrepancies such as cracks, creases, deformation, deflection, and interference with the rudder and/or elevator cables, together with applicable corrective actions, until a terminating inspection and identification are done (Requirement 1a). Second, an inspection to identify the part number, shop code, and build date of those forward and rear heat exchanger shells and to take any applicable corrective actions; accomplishing that identification inspection (Requirement 1b) ends the repetitive visual inspections mandated by 1a (Requirement: 1a and 1b).
The AD also forbids, from the effective date, installation of any heat exchanger shell having an “Existing Part Number” listed in the table at paragraph 2.C of Boeing Service Bulletin 747-21A2439, Revision 2 (Requirement 2). Compliance times are the times specified in Table 1 of paragraph 1.E of the service bulletin, except where the service bulletin states a compliance time “after the release date of the service bulletin” or “after the date of Revision 02 of the service bulletin”; in those cases the AD requires compliance within the same interval measured from the AD’s effective date (Compliance). Corrective actions discovered during inspections must be done before further flight (Compliance). The AD becomes effective on 13 March 2008 (This Airworthiness Directive becomes effective on 13 March 2008), and it expressly accepts actions done before the effective date if they were completed in accordance with Boeing Alert Service Bulletin 747-21A2439 dated 3 November 2005, or Boeing Service Bulletin 747-21A2439, Revision 1, dated 24 July 2006 (Requirement: Actions done before the effective date).
