What it does
This Airworthiness Directive (AD), AD/B747/168 Amdt 3 dated 8/2009, requires operators of certain Boeing 747 series aeroplanes to carry out the technical measures specified in an existing Federal Aviation Administration (FAA) AD. The instrument identifies its applicability by reference to Boeing Alert Service Bulletin (ASB) 747-54A2184, Revision 1, dated 6 May 1999, restricting coverage to the aeroplanes listed in Groups 1, 2 and 5 of that ASB. The explicit Requirement provision states: "Action in accordance with the technical requirements of FAA AD 2000-12-16 Amdt 39-11794." The Compliance field states that the work must be carried out "as specified in the Requirement document with a revised effective date of 7 September 2000" and that "The compliance remains unchanged by issue of the Directive." The AD document itself further records that "This Amendment becomes effective on 30 July 2009."
Mechanically, the AD does not reproduce inspection or repair procedures; instead it incorporates by reference the FAA AD and the Boeing ASB to set the technical content and applicability. The Background section explains the safety concern: FAA reports of cracking of the aft torque bulkhead at the number 1 and number 2 engine pylons on a Boeing 747-200F powered by Rolls-Royce RB211 series engines, and the risk that undetected fatigue cracking "could result in failure of a pylon and consequent separation of the engine from the wing." The Background also summarises the amendment history: Amendment 1 responded to further cracking in outboard nacelle struts and new service instructions; Amendment 2 expanded and adjusted applicability and required a "new terminating action"; and Amendment 3 corrected the issue date of the related Boeing ASB. The AD is signed by a CASA delegate, David Villiers, dated 18 June 2009.
In short, this instrument makes compliance with FAA AD 2000-12-16 the pathway to satisfy CASA’s requirement for the aircraft expressly listed in Groups 1, 2 and 5 of Boeing ASB 747-54A2184 Rev 1, with specified effective and revised dates noted in the Compliance field and the AD effective date recorded as 30 July 2009.
