What it does
This Amendment (AD/B747/131 Amdt 1, dated 8/2009, effective 30 July 2009) mandates wiring revisions and an additional systems test for the flap control unit (FCU) on a defined subset of Boeing 747-400 series aeroplanes. The instrument sets out applicability by line number (Model 747-400 series, line numbers 696 through 1036 inclusive) and imposes three discrete Requirements (labelled 1-3). Requirements 1 and 2 mandate revision of the input wiring for the FCU in accordance with Boeing Service Bulletin SB 747-27A2346, with the precise SB revision to be used depending on the aeroplane line number; Requirement 3 mandates an additional systems test for the trailing edge flap wiring in accordance with SB 747-27A2346, Revision 2. Each Requirement is prefaced by the qualifier "unless previously accomplished", so documented prior compliance with the earlier Directive can discharge that particular obligation. The Amendment also states that later revisions of SB 747-27A2346 (Revision 2) which have been approved by the United States Federal Aviation Administration (FAA) as an Alternate Method of Compliance (AMOC) to FAA AD 95-12-27 are considered acceptable for compliance with the equivalent Requirements of this Amendment. The Amendment identifies the safety problem prompting the action: reports of disconnection of Landing Gear Module electrical connectors that can result in loss of primary, secondary and alternate control of the flaps, and a later report that a wiring error was not detected by the previously required system test. The Amendment therefore expands applicability to additional aeroplanes and requires a revised systems test aimed at detecting the specific wiring error. The instrument specifies a compliance window: "For Requirements 1 through 3 - Within 60 days after the effective date of this Amendment" (effective date 30 July 2009).
