What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) titled AD/B737/52 Amdt 3, effective 5 September 2011. It mandates the implementation of a corrosion prevention and control programme, referred to in the text as the Corrosion Prevention and Control Program (CPCP), for affected aeroplanes. The document states applicability to "All Model 737 series aeroplanes; unless the system of maintenance includes an alternative method of compliance approved by CASA" (Applicability). The core operative requirement is expressed as: "Action in accordance with the technical requirements of FAA AD 90-25-01 Amdt39-6789" (Requirement). That FAA AD and associated Boeing documents are therefore incorporated by reference as the technical baseline for required work.
The AD also sets out reporting thresholds for discovered corrosion: "Corrosion classified as level 1 need not be reported. Level 2 corrosion may be consolidated with a sixty day report of corrective action, and submitted to CASA under cover of a single SDR. Level 3 corrosion shall be reported by SDR" (Requirement). The instrument identifies specific Boeing documents and an FAA letter as associated or approved alternative methods of compliance (AMOCs) to the FAA AD: Boeing D6-38528, Boeing Maintenance Planning Data D6-38278 Section 10 for 737-300/400/500, and FAA Letter 120S-09-687 for later 737 variants. Note 5 instructs that references in the FAA AD to FAA officials "shall be read as Civil Aviation Safety Authority Office."
Mechanically, the AD requires operators to implement the CPCP laid down in the referenced FAA AD and supporting Boeing documents unless CASA has approved an alternative method of compliance. It prescribes reporting procedures for corrosion findings (level 1-3 distinctions) and validates certain AMOCs for specified 737 sub-models. The instrument gives no separate penalty schedule or enforcement procedural detail in its text; it is presented as an AD by CASA delegate Mike Higgins, dated 26 August 2011, with effect 5 September 2011 (Background; signature block).
