What it does
This Airworthiness Directive (AD/B737/348, 1/2009) requires the removal and replacement, or removal and reinstallation under specified instructions, of certain insulation blankets installed in the pressurised areas of specified Boeing 737 series aeroplanes because those blankets may be constructed of Orcon Orcofilm AN-26 (all variants AN-26, AN-26A, AN-26B) and may contribute to fire propagation if ignited. The AD applies to Boeing 737-200, 737-200C, 737-300 and 737-400 series aeroplanes, with the precise affected serial numbers as defined in Boeing Special Attention Service Bulletin (SASB) 737-25-1572 (Applicability). The AD gives operators two alternative compliance routes: either remove all insulation blankets from pressurised fuselage areas and install new blankets by a method approved by the Manager, Seattle Aircraft Certification Office (ACO), FAA, with the new material complying with 14 CFR 25.856(a) (Requirement 1(a)); or remove the existing blankets and install new blankets in accordance with the Accomplishment Instructions of Boeing SASB 737-25-1572 (Requirement 1(b)). The AD exempts any blanket determined not to be constructed of AN-26 using an identification method approved by the Manager, Seattle ACO, FAA or in accordance with Appendix A of the Boeing SASB (Requirement, last sentence). It further enacts a continuing prohibition: no person may install any insulation blanket constructed of AN-26 as a replacement unless it has been modified to comply with 14 CFR 25.856(a) (Requirement, final sentence). Note 1 identifies that insulation part-marked with a manufacture date before July 1981 or after December 1988 is not constructed of AN-26; Note 2 cross‑refers FAA AD 2008-23-09. Compliance timing is split: the removal/installation work must be completed within 96 months after the AD’s effective date, and the installation prohibition applies from the effective date (Compliance). The AD was issued by the Civil Aviation Safety Authority delegate David Villiers on 24 November 2008 and becomes effective on 15 January 2009.
