What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) that mandates specific actions for a defined subset of Boeing 737 series aeroplanes to address a recurring safety hazard. Mechanically, it requires operators of affected aircraft to carry out the technical requirements set out in FAA AD 2002-08-20 Amdt 39-12732. Those technical requirements include cleaning and modification tasks and revisions to the Aircraft Flight Manual (AFM) , specifically changes to the Limitations and Non‑Normal Procedures sections , and CASA permits those AFM changes to be accomplished by inserting a copy of the FAA AD into the specified AFM sections (Requirement).
Applicability is limited to Model 737-600, -700, -700BBJ, -700C and -800 series aircraft with line numbers up to and including 1174 (Applicability). The AD notes that the FAA has approved an alternate method of compliance for aircraft with line numbers 1175 and subsequent (referencing FAA Letter 120S-02-683), and Amendment 1 to this CASA AD was issued to recognise that FAA-approved alternate method for aircraft with an elevator and tab redesign implemented on the production line at Line Number 1175 (Background).
The AD’s compliance regime is governed by the timing and other specifics contained in the FAA Requirement document; CASA states the compliance must be carried out "as specified in the Requirement document" and that the compliance time remains unchanged by this issue (Compliance). The AD also identifies that compliance with paragraph (b) of an FAA AD (identified in the text variably as FAA AD 2003-03-22 Amdt 39-13047 and elsewhere as FAA AD 2003-03-33, cross-referenced to CASA AD/B737/210 Amdt 1) is terminating action for this directive (Compliance; Background). The amendment text sets a revised effective date for the technical requirements of 5 June 2002 and makes the current amendment effective 12 May 2005 (Compliance; Amendment becomes effective).
