What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority, designated AD/B727/214 (AN-26 Insulation Blankets), effective 15 January 2009. It requires operators of affected Boeing 727-200 and 727-200F series aeroplanes to identify and, where found, remove fuselage insulation blankets constructed of ORCON Orcofilm AN-26 (including AN-26, AN-26A and AN-26B), and to install replacement insulation that meets specified flammability requirements. The Directive provides two compliance paths for replacement: either remove all insulation blankets from pressurised fuselage areas and install new blankets using a method approved by the Manager, Seattle Aircraft Certification Office (ACO), FAA, where the new blankets must comply with 14 Code of Federal Regulations (CFR) 25.856(a); or remove existing fuselage blankets and install new blankets in accordance with the Accomplishment Instructions of Boeing Special Attention Service Bulletin 727-25-0300 (the Boeing SB). The AD exempts insulation blankets that are determined not to be constructed of AN-26 using an identification method approved by the Manager, Seattle ACO, FAA, or in accordance with Appendix A of Boeing SB 727-25-0300 (Requirement, Applicability).
The AD establishes a compliance window of 96 months (eight years) from the effective date for the removal/replacement work and imposes an immediate prohibition, from the effective date, on installing AN-26 construction blankets as replacements unless those blankets have been modified to comply with 14 CFR 25.856(a) (Compliance; Requirement). The Directive lists specific areas in which affected insulation blankets may be installed (for example, crown area, behind flight deck panels, sidewalls, lavatories, galleys, cargo compartment areas, air ducting, waste and water tubing, and underneath floor panels), indicating the scope of physical work required (Requirement). The AD also includes two notes on identification: insulation material part-marked with a manufacture date before July 1981 or after December 1988 is not AN-26, and the AD refers operators to FAA AD 2008-23-09 (Notes; Background).
