AD/B727/155 - Fuselage Skin Lap Joints

The AD is predicated on three technical concepts, all explicit in the text: lap joints, doublers, and conversion-induced concealment and stress redistribution.

Lap joints: The subject structure is the fuselage skin lap joint in the vicinity of specific longitudinal stringers (S-4L, S-10L, S-19L, and S-26L) between Body Station 360 and 740. The AD targets the condition of those lap joints for cracking, corrosion, or delamination. Requirement 1 prescribes a "detailed internal visual inspection," and Requirement 2 prescribes a specific rework and re-fastening procedure.

Doublers: The AD focuses on lap joints that are "covered by external doublers." The doublers are external reinforcement strips installed during certain freighter/combi conversions over existing lap joints. The AD states that those doublers can hide cracks from external inspection and, in some cases, aggravate the unsafe condition by redistributing loads after a main deck cargo door installation. The AD therefore requires removal of the doublers and reworking of the joint as the permanent fix (Requirement 2).

Conversion and concealment risk: The Background describes that freighter/combi conversions, executed under various Supplemental Type Certificates (STCs), installed approximately 20-foot doublers over the specified lap joints. FAA examination of five converted aircraft found that the lap joints under the doublers had not been modified as required by a prior AD and therefore may harbour undetected cracking. The AD identifies two effects: one, the doubler prevents detection of cracking by external inspection because cracks can remain hidden until they emerge from under the doubler; two, the doubler and cargo door installation can change load paths and potentially accelerate crack growth.

Inspection and non-destructive testing (NDT): The AD prescribes a two-stage inspection approach. First, an internal detailed visual inspection per Boeing D6-54929 tasks. Second, before oversizing fastener holes as part of the rework modification, a high-frequency eddy current (HFEC) inspection of the holes to detect cracking, in accordance with the service bulletin. Both are explicitly required: the internal inspection must be done with the lap joints completely exposed, and the HFEC inspection must precede any hole oversizing.

Repair and approvals: If any cracking, corrosion, or delamination is found, the AD requires repair "before further flight" using a method approved by the Authority. That language creates a mechanism wherein the Authority must approve repairs. The AD also provides a path for relief: Note 1 allows an operator to seek exemption from the Authority if it can verify that the required modification has already been accomplished, provided the operator submits data verifying such accomplishment.

Terminating action and equivalence: The AD explicitly states that accomplishment of the modification required by Requirement 2 constitutes terminating action for the Requirement 1 inspections. It also declares that the modification is an "acceptable alternative method of compliance" with Paragraph F of FAA AD 91-06-06 (referenced in AD/B727/116 Amdt 1) for the affected area. Thus the modification both ends the need for repeat inspections under this AD and substitutes for compliance with a specific paragraph of a prior FAA AD for that area.

Specific exclusions and assembly detail: The AD contains detailed assembly instructions and exclusions that affect compliance. Blind fasteners must not be installed as part of the modification. When reassembling, all three rows of fasteners must penetrate all layers, the upper skin, lower skin, and doublers, and the stringers and tripler, if applicable. The AD also clarifies that installation of protruding head fasteners in the upper row alone does not satisfy the modification requirement.

Temporal and numeric limits: The AD ties inspection and modification timing to precise numeric triggers: 60-landing intervals for inspections, and a latest-of schedule for modification keyed to either total landings (28,000) or fixed windows after 9 December 1998 (250 landings or 120 days). Those numeric thresholds are explicit operational constraints that drive maintenance scheduling and fleet planning for operators affected.

Operators of Boeing 727 series aeroplanes, maintenance organisations, and the regulator are the principal parties affected by this AD, as stated in the Applicability and various procedural notes.

Affected aircraft and their owners/operators: The AD applies to Model 727 series aircraft, line positions 1 through 849, that have been converted from passenger to freighter configuration, or to passenger-and-cargo (combi) configuration. The conversion criterion is critical: aircraft that remain in passenger configuration and those outside the line position range are not within the AD's stated applicability. The AD further narrows its scope to lap joints covered by external doublers at specific stringers (S-4L, S-10L, S-19L, and S-26L) and between Body Station 360 and 740. Operators of freighter/combi aircraft within that set must perform the inspections and, unless an exemption is verified, perform the modification.

Maintenance organisations and personnel: The AD requires specific inspection tasks in accordance with Boeing Document D6-54929 (tasks C53-224-01 and C53-111-01) and prescribes rework procedures per Boeing Service Bulletin 727-53-0072, Rev 5. That places requirements on licensed maintenance organisations to have access to, and competence in, those Boeing documents and to perform HFEC inspections and fastener rework per the service bulletin. Maintenance providers must ensure fastener holes are inspected by HFEC before oversizing and that reassembly meets the multi-layer fastener penetration requirement.

Supplemental Type Certificate (STC) holders and conversion shops: The Background describes that multiple STCs were used for the conversions that installed the doublers. Conversion STC holders, modification shops, and their documentation are indirectly implicated because the AD arises from conversions that left lap joints uncovered by the earlier AD-mandated modification. Operators seeking to verify previous compliance for an exemption must produce data verifying that the required modification has been accomplished; such data will generally originate from the conversion/STC records or the organisations that performed the work.

Regulator: The Directive requires repair methods to be "approved by the Authority" and allows exemption requests to be submitted to the Authority with data verifying prior accomplishment (Note 1). The Authority thus must exercise technical assessment and approval functions for repairs and exemption requests, and will be the decision-maker on whether an operator's verification is sufficient to avoid the AD's mandated actions.

Interacting ADs and external authorities: The AD refers repeatedly to FAA AD 91-06-06 (AD/B727/116 Amdt 1) and to the modification required by AD/B724/116 Amdt 1, and notes FAA telegraphic AD T98-23-51. Operators who are subject to multiple ADs and who operate in jurisdictions that follow FAA guidance must reconcile this Directive with those other instruments. The AD itself states that accomplishing the required modification constitutes an acceptable alternative compliance for a portion of FAA AD 91-06-06, so operators affected by both directives will have to plan compliance to achieve the intended terminating relief.

Passengers and cargo are indirect stakeholders: Although not addressed as addressees, the Background explains the underlying safety rationale, undetected cracking under doublers could reach lengths at which the fuselage can no longer sustain pressure loads and thereby produce catastrophic rapid decompression. Passengers and cargo are therefore end beneficiaries of the inspections and modification, while the operators and maintenance organisations are the parties bearing the operational and financial burden.

This AD creates a bundle of affirmative duties for operators and maintenance providers and limited procedural rights vis-à-vis the Authority.

Key duties

• Perform detailed internal visual inspections. Requirement 1 mandates a "detailed internal visual inspection" to detect cracking, corrosion, or delamination of lap joints covered by external doublers at the specified stringers and body stations. The AD requires that lap joints "must be completely exposed" to perform the inspection and that the inspection be done "in accordance with task numbers C53-224-01 and C53-111-01 of Boeing Document D6-54929, Revision A" (Requirement 1).

• Repair before further flight if defects are found. If any crack, corrosion, or delamination is found during the inspection, the AD requires repair "before further flight" in accordance with a method approved by the Authority (Requirement 1). This imposes an immediate grounding-and-repair duty for affected aircraft until the approved repair is completed.

• Modify the lap joints by removing doublers and reworking the joint. Requirement 2 compels removal of the external doublers and separation and rework of the joint "in accordance with Part IV, Figure 4, of the Accomplishment Instructions of Boeing Service Bulletin 727-53-0072, Revision 5, dated June 1, 1989," with the explicit exclusion that blind fasteners shall not be installed.

• Perform HFEC inspections before oversizing fastener holes. Before oversizing fastener holes as part of the modification, the AD requires a high-frequency eddy current inspection of the holes to detect cracking, "in accordance with the service bulletin," and repair any cracking prior to further flight in a method approved by the Authority.

• Ensure reassembly fastener penetration. When reassembling the lap joint after modification, "all three rows of fasteners must penetrate all layers of the lap joint, including the upper skin, lower skin, and the doublers; and the stringers and tripler, as applicable."

• Observe compliance timing. Requirement 1 inspections are to be completed within 60 landings after 9 December 1998, and repeated at intervals not to exceed 60 landings until modification is accomplished. Requirement 2 must be accomplished by the latest of three time triggers: before accumulation of 28,000 total landings, within 250 landings after 9 December 1998, or within 120 days after 9 December 1998 (Compliance).

• Apply requirements to cargo doors where relevant. For aircraft on which the cargo door itself was manufactured using the original fuselage skin, Requirements 1 and 2 also apply to lap joints in the door structure.

Rights and procedural options

• Request an exemption if prior compliance can be verified. Note 1 gives operators a right to submit a request for exemption to the Authority with data verifying that the required modification has already been accomplished. The AD does not specify the exact evidentiary standard, leaving the Authority with an approval discretion.

• Benefit from terminating action. Completing the Requirement 2 modification terminates the Requirement 1 inspections and constitutes an acceptable alternative method of compliance with Paragraph F of FAA AD 91-06-06 for the affected area. That is a downstream operational right: once the modification is done, the operator no longer needs to perform the repeating inspections mandated by Requirement 1.

• Continued operation allowance subject to other ADs. The AD expressly allows continued operation following its effective date in accordance with its terms, "provided that the modification required by AD/B724/116 Amdt 1 has been accomplished on all lap joints other than those in the area of the main deck cargo door." This creates a conditional operational entitlement tied to compliance with another AD’s requirements.

Authority discretion

• Repair approval by the Authority. All repairs for defects found must be carried out "in accordance with a method approved by the Authority." That text places technical assessment and approval discretion with the regulator.

• Exemption consideration. The Authority retains the discretion to approve or deny exemption requests based on the data submitted by operators verifying prior compliance (Note 1).

Operational consequences of duties

• Repairs must be completed before further flight, which may require aircraft grounding until approval and execution of repairs.

• The rework modification, removal of doublers, and re-fastening per service bulletin are structural interventions that may require dock time, specialist tooling, HFEC capability, and possible procurement of specified fasteners and tripler materials.

• The HFEC pre-oversizing inspection creates an NDT gate in the modification workflow; if cracking is found in fastener holes, approved repair methods are required before further flight.

The AD does not set out criminal or civil penalties in the text provided; it establishes mandatory technical duties, timing obligations, regulator approval functions, and an exemption process.

The Directive itself does not enumerate monetary fines, criminal sanctions, or administrative penalties within the text provided. Enforcement mechanisms and immediate compliance levers are operational and technical rather than punitive in the AD’s wording. The AD relies on three enforcement mechanics explicit in the source text.

Mandatory grounding until repair: The AD requires that, if cracking, corrosion, or delamination is found during the required inspections, the operator must "repair damaged structure in accordance with a method approved by the Authority" before further flight (Requirement 1). This creates an immediate operational enforcement action: affected aircraft must be repaired and approved before they may legally fly. That "before further flight" language functions as a direct operational prohibition on flying with identified defects.

Regulator approval and discretionary oversight: The AD requires repair methods to be approved by the Authority and establishes that exemption requests be submitted to the Authority with data verifying prior accomplishment. These provisions vest the Authority with technical review and approval roles. By controlling approval of repair methods and exemption claims, the Authority can enforce compliance through acceptance or rejection of proposed repairs or verification evidence, and through its administrative powers under the Civil Aviation Regulations (the AD is issued under Part 39-105).

Compliance scheduling and mandatory actions: The AD sets explicit compliance windows, inspection within 60 landings after 9 December 1998 and recurrent 60-landing intervals until modification, and a latest-of schedule for modification (before 28,000 total landings, within 250 landings after 9 December 1998, or within 120 days after 9 December 1998). These fixed deadlines are enforceable compliance triggers: failure to meet them would place the aircraft and the operator out of compliance with the Directive.

What the AD does not state (and therefore must not be assumed)

• The AD text supplied does not specify civil or criminal penalties, compliance notices, or specific administrative sanctions such as withdrawal of operating certificates or monetary penalties. Those types of enforcement measures typically derive from the enabling civil aviation regulations or from separate enforcement policies, not from the AD text itself. The AD confines itself to technical requirements, timing, and approval processes.

• The AD does not describe audit, inspection, or monitoring procedures the Authority will perform, nor does it specify record-keeping formats or retention periods. It does not set out the evidentiary standard the Authority will apply when an operator submits data to verify prior accomplishment for an exemption.

In practice (as implied by the AD), enforcement will be effected by the regulator’s oversight of airworthiness, approvals of repair methods, and its authority over operations. The AD’s "before further flight" requirement and the Authority approval mechanism are the immediate levers the regulator exercises to enforce compliance with the Directive’s safety objectives.

The AD expressly references and interacts with prior Airworthiness Directives and FAA guidance. The text frames its requirements in relation to AD/B727/116 Amdt 1, FAA AD 91-06-06, AD/B724/116 Amdt 1, and a telegraphic FAA AD. The interactions are procedural and substitutive in part.

FAA AD 91-06-06 and AD/B727/116 Amdt 1: The AD states that accomplishment of the Requirement 2 modification "constitutes an acceptable alternative method of compliance with Paragraph F of FAA AD 91-06-06 (AD/B727/116 Amdt 1) for the affected area." That formalises a cross-jurisdictional equivalence: the specified modification replaces the need to comply with Paragraph F of that FAA AD in the area the AD covers. The AD also notes that, "Contrary provisions of AD/B727/116 Amdt 1 notwithstanding, this Directive allows continued operation..." That indicates the present Directive takes precedence for operational permission in the context described and tailors the compliance regime in a way that overrides certain contrary provisions of the earlier AD for the affected aircraft, subject to a further condition (see next paragraph).

AD/B724/116 Amdt 1: The AD conditions continued operation on having "the modification required by AD/B724/116 Amdt 1 ... accomplished on all lap joints other than those in the area of the main deck cargo door." In other words, this Directive permits a form of continued operation despite conflicting provisions in AD/B727/116 Amdt 1, but only if compliance with a different AD (AD/B724/116 Amdt 1) has been met on all lap joints except those in the cargo door area. The text therefore links compliance status across multiple ADs and makes continuation of operations contingent on satisfying another AD's modification requirements, while still requiring inspection and modification in the cargo door area as per this Directive.

FAA telegraphic AD reference: The AD notes "FAA Telegraphic AD T98-23-51 refers." This is a cross-reference to an FAA telegraphic AD, but the Directive does not elaborate on its content; it merely signals that the FAA issued an emergency or telegraphic communication on the topic.

Acceptable alternative to prior FAA requirement: By stating that the Requirement 2 modification provides an acceptable alternative for Paragraph F of FAA AD 91-06-06, the AD treats the Boeing SB-based structural modification as meeting the intent of a prior FAA-mandated remedy, thereby reducing duplication for operators who comply with this Directive. Operators subject to both Australian and FAA ADs may therefore coordinate compliance to achieve equivalence for that paragraph.

Interaction implications for operators

• Operators who have complied with prior ADs must verify whether their prior work satisfies the particular requirements of this AD. Note 1 allows operators to seek exemption if they can "verify that the modification required by this Directive has, in fact, been accomplished" and submit data to the Authority. That verification requirement creates a documentary interaction point with prior modification records, STC paperwork, and service bulletin compliance records.

• Because the AD recognises the Requirement 2 modification as a terminating action for Requirement 1 inspections, operators who accomplish the modification can cease the repeated internal visual inspections mandated by this AD. That reduces long-term inspection burden for operators who complete the modification.

• The AD’s conditional allowance to continue operation notwithstanding contrary provisions of AD/B727/116 Amdt 1 imposes an inter-AD compliance choreography: operators must ensure that, outside the cargo door area, AD/B724/116 Amdt 1 modifications are completed across lap joints to rely on the continued operation allowance. Thus operators must track compliance across multiple ADs and time the different works to maintain legal operation.

No other statutory references are given in the AD text. The AD does not reference the Civil Aviation Regulations in operational detail (beyond the heading indicating issuance under Part 39-105), nor does it identify penalty provisions under those regulations. The interactions set out in the AD are technical and inter-AD equivalence and conditional permission, not cross-references to criminal or civil law provisions.

The AD text itself supplies limited explicit historic data. What follows is a synthesis strictly from the document’s stated dates, referenced documents, and AD identifiers.

• AD identifier and effective date: The document is captioned AD/B727/155 Fuselage Skin Lap Joints 1/99 DM and states that the Airworthiness Directive "becomes effective on 9 December 1998" (Compliance). That is the operative issuance timestamp for the requirements in this instrument.

• Referenced Boeing documents and revision dates: The AD mandates compliance with specific Boeing documents and service bulletins, including Boeing Document D6-54929, Aging Airplane Corrosion Prevention and Control Program, Model 727, Revision A, dated 28 July 1989 (Requirement 1), and Boeing Service Bulletin 727-53-0072, Revision 5, dated 1 June 1989 (Requirement 2). Those dates reflect the revision history of the Boeing guidance relevant to the AD, and the AD makes them normative for inspection and modification procedures.

• References to prior Australian and FAA ADs: The AD refers to FAA AD 91-06-06 as AD/B727/116 Amdt 1; it also refers to AD/B724/116 Amdt 1. It identifies Paragraph F of FAA AD 91-06-06 as something with which its required modification is an acceptable alternative, implying that those earlier ADs exist in the regulatory background to which this AD responds. The AD also notes the FAA telegraphic AD T98-23-51 refers. These cross-references indicate a chain of earlier directives and communications but the document does not set out their dates or amendment chronology.

• Amendment numeral within title: The title includes "1/99 DM". That format typically denotes an issue or batch number and a year marker; however the AD text gives the effective date as 9 December 1998. The AD does not itself track or list prior amendments to AD/B727/155 because this instrument appears to be an original issuance within the supplied text.

• No internal amendment log provided: The AD does not contain a running list of prior versions or a formal amendment log beyond the references to other ADs and the revision dates of the Boeing documents. No later amendments to AD/B727/155 are recorded in the supplied text.

Where the AD documents amendment relationships, it does so by reference rather than by reproducing a chronological record. The practical amendment history for an operator will therefore be established by cross-referencing the named ADs and the named Boeing documents and service bulletin revisions, all of which are explicitly cited.

The Airworthiness Directive text contains no mention of litigation, court decisions, administrative appeals, or judicial reviews. The document is an operational safety instrument and the supplied text does not report any history of disputes, legal challenges, or case law arising from its issuance or enforcement.

What the absence of litigation references means for readers

• No named cases: The Directive does not identify any litigation in which it was challenged, nor does it cite precedent or judicial interpretation. Therefore, there is no source-supported litigation history to analyse within this instrument.

• Dispute avenues not specified in the AD: While the AD prescribes technical requirements and an exemption submission process (Note 1), it does not describe administrative appeal routes, judicial review options, or dispute-resolution mechanisms. Any such procedural routes would arise under the enabling civil aviation laws and administrative law procedures external to this AD, but those are not addressed in the text provided.

• Practical implication: Operators seeking to contest an Authority decision relating to repair approvals, exemption denials, or enforcement actions would need to rely on the procedural and judicial frameworks in the Civil Aviation Regulations and the general law; the AD itself supplies no litigation or appeal guidance.

Because the supplied text contains no litigation references, this section records that absence rather than summarising non-existent cases.

The AD contains a number of nuanced requirements, exclusions, and conditional statements that can be operationally critical. The following are concrete pitfalls and points of misunderstanding that the source text itself cautions about or creates by implication.

Applicability narrowness: The AD applies only to Model 727 series aircraft line positions 1-849 that "have been converted" to freighter or combi configurations. Operators of non-converted aircraft or of aircraft outside the line-number range are not covered. Mistakenly applying the AD to aircraft outside these bounds will cause unnecessary work; conversely, failing to identify converted aircraft within the line positions risks non-compliance.

Doublers mask cracking: The Background explicitly states that the doublers installed during conversion can hide cracking until it emerges from under the doubler. Internal inspections must therefore "completely expose" the joint: a superficial external inspection is insufficient to detect the hazards the AD is addressing (Requirement 1).

Inspection method specifics: Requirement 1 requires compliance "in accordance with task numbers C53-224-01 and C53-111-01 of Boeing Document D6-54929, Revision A." Failure to use the exact tasks and revision specified could be interpreted as non-compliance. Operators must ensure the correct Boeing revision and task numbers are used.

HFEC before oversizing: Before oversizing fastener holes as part of the modification, the AD mandates a HFEC inspection of the holes "in accordance with the service bulletin," and repair of any cracking prior to further flight. Skipping HFEC, doing it after oversizing, or failing to repair detected cracks before flight would conflict with the AD.

Blind fastener prohibition: The modification instructions in Requirement 2 explicitly state "except that blind fasteners shall not be installed." This is a specific exclusion; installing blind fasteners as part of the rework would contravene the AD's requirements.

Three-row penetration requirement: On reassembly, "all three rows of fasteners must penetrate all layers of the lap joint, including the upper skin, lower skin, and the doublers; and the stringers and tripler, as applicable." Partial penetration, or fasteners failing to engage all listed layers or fittings, will not meet the AD’s reassembly standard.

Protruding head fasteners not compliance: Note 2 warns that "Installation of protruding head fasteners in the upper row of fasteners of the lap joint in itself does not constitute accomplishment of the modification." Some operators might be tempted to interpret the use of conspicuous fasteners as satisfying the modification; the AD rejects that shortcut.

Cargo door skin inclusion: For aircraft where the cargo door itself was manufactured using the original fuselage skin, the AD extends Requirements 1 and 2 to the lap joints in the door structure. That may be overlooked if operators assume the door is a separate structure exempt from the AD; the text expressly includes door lap joints where the door skin is original.

Conditional continued operation: The AD allows continued operation "contrary provisions of AD/B727/116 Amdt 1 notwithstanding," but only if the modification required by AD/B724/116 Amdt 1 has been accomplished on all lap joints other than those in the area of the main deck cargo door. That creates a conditional permission that depends on another AD's compliance status; operators must verify the state of AD/B724/116 Amdt 1 compliance fleet-wide before relying on the continued operation allowance.

Timing interplay complexity: Requirement 1 and Requirement 2 have different timing triggers. Requirement 1 inspections begin within 60 landings after 9 December 1998 and repeat every 60 landings until modification. Requirement 2 must be done by the latest of three triggers: before 28,000 total landings; within 250 landings after 9 December 1998; or within 120 days after 9 December 1998. Operators have to compute the "latest of" those triggers correctly; the AD provides alternative paths but compliance requires meeting the most permissive deadline among the three,or rather meeting the latest threshold, which may create confusion if misread.

Repair method approval required: Any repair for detected cracking must be "in accordance with a method approved by the Authority." Operators must plan for potential delays while the Authority reviews and approves repair methods; ad hoc repairs without approval would not meet the AD.

Exemption evidence burden: Note 1 allows exemption requests if an operator "can verify that the modification required by this Directive has, in fact, been accomplished," and requires submission of data verifying such accomplishment. The AD does not specify what data will suffice, so operators must anticipate evidentiary scrutiny and retain detailed conversion and maintenance documentation to support exemptions.

Terminating action caveat: Although the Requirement 2 modification is terminating for Requirement 1, the AD makes that statement limited to the "affected area." Operators must ensure the modification is applied specifically to the areas described (stringers S-4L, S-10L, S-19L, S-26L, Body Station 360-740) to benefit from terminating action; incomplete modification may not extinguish inspection obligations.

No penalties in text: The AD does not list penalties; reliance on the absence of enumerated sanctions would be a mistake. Enforcement in aviation typically stems from the regulator’s broader powers under the Civil Aviation Regulations; operators should not assume that absence of explicit penalty language in the AD reduces compliance risk.

The AD prescribes a concrete sequence of technical steps, schedules, and documentation actions. Below is a compliance checklist strictly grounded in the AD text.

1. Verify applicability

   • Confirm aircraft is Model 727, line position 1-849 and that it has been converted from passenger to freighter or combi configuration, and that external doublers cover lap joints at stringers S-4L, S-10L, S-19L, and S-26L between Body Station 360 and 740 (Applicability).
   • If the cargo door was manufactured using original fuselage skin, treat lap joints in the door structure as within scope.

2. Plan inspection schedule (Requirement 1)

   • Schedule a detailed internal visual inspection within 60 landings after 9 December 1998 if not already done; thereafter repeat inspections at intervals not to exceed 60 landings until the modification in Requirement 2 is accomplished.
   • Ensure maintenance planning accounts for lap joints being "completely exposed" for the inspection: the inspection is internal and requires exposing the joint.

3. Execute the detailed internal visual inspection

   • Follow task numbers C53-224-01 and C53-111-01 of Boeing Document D6-54929, Aging Airplane Corrosion Prevention and Control Program, Model 727, Revision A (dated 28 July 1989) as the normative inspection method (Requirement 1).
   • Look specifically for cracking, corrosion, and delamination under the doublers in the specified stringer and body station range.

4. If defects are found during inspection

   • Do not permit further flight until repair is completed in accordance with a method "approved by the Authority" (Requirement 1). Submit proposed repair method to the Authority for approval where necessary.
   • Maintain records of detected defects, repair proposals, and Authority approval correspondence.

5. Plan and schedule the Modification (Requirement 2)

   • The modification must be accomplished by the latest of: before accumulation of 28,000 total landings; within 250 landings after 9 December 1998; or within 120 days after 9 December 1998 (Compliance).
   • Use Boeing Service Bulletin 727-53-0072, Revision 5, dated 1 June 1989, Part IV, Figure 4, Accomplishment Instructions as the normative rework procedure, except do not install blind fasteners as part of the modification.

6. HFEC inspection gate

   • Before oversizing any fastener holes as part of the modification, perform high-frequency eddy current inspection of the holes "in accordance with the service bulletin" to detect cracking.
   • If HFEC detects cracking, perform repair in a method approved by the Authority and do not return the aircraft to service until those repairs are approved and completed.

7. Reassembly requirements

   • When reassembling the lap joint, ensure "all three rows of fasteners must penetrate all layers of the lap joint, including the upper skin, lower skin, and the doublers; and the stringers and tripler, as applicable."
   • Do not rely on installation of protruding head fasteners in the upper row alone; the AD explicitly states that such installation "in itself does not constitute accomplishment of the modification" (Note 2).

8. Cargo door lap joints

   • If the main deck cargo door was manufactured using the original fuselage skin, include lap joints in the door structure within the inspection and modification programme as Requirements 1 and 2 apply to them.

9. Documentation and exemptions

   • If the operator can verify that the Requirement 2 modification has already been accomplished on an aircraft, submit an exemption request to the Authority with data verifying such accomplishment (Note 1). Retain, and be prepared to submit, conversion records, STC documents, work orders, service bulletin compliance sheets, and NDT reports as evidence.
   • Maintain maintenance records evidencing inspection dates, findings, repairs, HFEC results, fastener specifications and installation records, and Authority approvals for repairs or exemption decisions.

10. Understand the terminating action and inter-AD relief

    • Upon completing the Requirement 2 modification for the affected area, you may treat the Requirement 1 inspections as terminated for that area, and the modification will be an acceptable alternative to Paragraph F of FAA AD 91-06-06 for the affected area. Ensure documentation demonstrates the modification was done as prescribed to rely on that terminating action.

11. Coordinate with other AD obligations

    • Ensure that, to rely on the AD’s continued operation allowance (which permits continued operation notwithstanding contrary provisions of AD/B727/116 Amdt 1), the modification required by AD/B724/116 Amdt 1 has been accomplished on all lap joints other than those in the area of the main deck cargo door. Cross-check compliance status across ADs before operating.

12. Practical resourcing

    • Arrange for maintenance slots that allow complete exposure of lap joints.
    • Ensure access to HFEC NDT capability and technicians qualified to perform HFEC in accordance with the service bulletin.
    • Ensure spare fastener stocks comply with the service bulletin requirements and that installers are skilled in the three-row reassembly technique and in ensuring fasteners penetrate all layers and fittings.

13. Review and audit

    • Audit completed work packs to verify the exact Boeing revisions and service bulletin parts cited in the AD were used.
    • Keep a ready package of documentation for regulatory inspection demonstrating compliance with Inspect/Repair/Modify/HFEC/Authority Approval steps.

Following the AD’s precise textual mandates, using the exact Boeing document task numbers and service bulletin Part IV Figure 4, applying HFEC before hole oversize, submitting repair methods to the Authority for approval, and ensuring reassembly fastener penetration, constitutes strict compliance with the Directive’s technical and timing requirements.
