What it does
This Airworthiness Directive, labelled AD/B717/21 and dated 8/2007, prescribes mandatory maintenance interventions for Boeing 717-200 aeroplanes as identified in Boeing Service Bulletin (SB) 717-28-0004, Revision 3, dated 21 June 2006. The Directive requires three discrete actions. First, operators must replace the lightning‑critical clamp bases of the fuel tank vent system with improved clamp bases, as specified in Table 1 of Figure 1 of the Accomplishment Instructions of SB 717-28-0004, Revision 3. Second, operators must check the electrical bond of the modified self‑bonding mounting clamps in accordance with the Accomplishment Instructions of that service bulletin. Third, if any electrical bond fails the check, the operator must repair the electrical bond in accordance with SB 717-28-0004, Revision 3, or by a method approved by the Manager, Los Angeles Aircraft Certification Office (ACO), United States Federal Aviation Administration (FAA). The Directive states that Chapter 28‑00‑00 of the Boeing 717 Aircraft Maintenance Manual and Chapter 20‑50‑01 of the Boeing DC, MD, and 717 Standard Wiring Practices Manual constitute one approved repair method.
The AD sets explicit compliance times. The replacement required by Requirement 1 must be done within 68 months of the Directive’s effective date. The electrical bond check (Requirement 2) must be completed before further flight after the replacement. Any repair required by Requirement 3 must be completed before further flight after the Requirement 2 check. The Directive became effective on 2 August 2007. The background statement supplied with the Directive attributes the measure to an FAA investigation which found aluminium foil strips on the nylon base of ground clamps can fracture or separate, potentially preventing dissipation of lightning energy to the airframe and thereby creating a risk of fuel tank explosion. The AD also records that actions completed before the effective date in accordance with SB 717‑28‑0004 Revision 2 (11 March 2005) are acceptable for compliance, and that later revisions of the SB, if approved by the FAA as an Alternate Method of Compliance (AMOC) to FAA AD 2006‑20‑12, are acceptable for compliance with equivalent requirements of this Directive. The AD notes the related FAA AD 2006‑20‑12 Amdt 39‑14782.
