What it does
This Airworthiness Directive (AD/B717/20, Electrical Bonding, dated 5/2007) mandates a specific modification and associated tests on Boeing 717-200 aeroplanes as identified in Boeing Service Bulletin (SB) 717-28-0011, Revision 2, dated 19 July 2006 (Applicability). Mechanically, the Directive requires replacement of the attaching hardware for the bulkhead nipple assemblies of the left and right wing vent boxes with new electrical bonding attaching hardware. After replacement, it requires resistance testing of the new electrical bonds and fuel leakage testing of the reworked nipple assemblies, all performed "in accordance with the Accomplishment Instructions of Boeing SB 717-28-0011, Revision 2" (Requirement).
The Directive prescribes an explicit numerical requirement for the electrical bond resistance. Note 1 explains that an older term "class `L' resistance test" no longer appears in the Boeing Standard Wiring Practices Manual; the Directive retains the substantive limit by directing that the resistance must not exceed 2.5 milliohm (0.0025 ohm) (Requirement; Note 1). The Directive sets temporal limits: it becomes effective on 10 May 2007 and requires compliance "within 78 months after the effective date of this Directive" (Compliance). It also records acceptability of work completed earlier under earlier SB revisions and permits later revisions of the SB that are approved by the United States Federal Aviation Administration (FAA) as an Alternate Method of Compliance (AMOC) to FAA AD 2007-05-06, as acceptable for compliance with the equivalent requirements of this Directive (Requirement; Notes).
The stated safety objective in the Background is to ensure a conductive path from the bulkhead nipple assemblies of the left and right wing vent boxes to the airframe structure inside the wing fuel tanks in order to dissipate high-amperage lightning-induced currents. The Directive states that lacking such a conductive path might create an ignition source for fuel vapours inside the wing vent boxes and lead to an explosion of the fuel tanks (Background). The Directive is signed by Charles Lenarcic, Delegate of the Civil Aviation Safety Authority, and dated 16 March 2007.
