What it does
This Airworthiness Directive, AD/ATR 42/25 (3/2009), mandates inspection and correction of specific wiring installations on three ATR 42-500 aeroplanes. The directive applies only to ATR 42-500 aircraft with Manufacturer Serial Numbers (MSN) 667, 669 and 671 (Applicability). It requires two discrete actions. Requirement 1 mandates verification of the installation of appropriate protection sleeves and the correct routing and clamping of wire bundles in the rear baggage zone in accordance with the accomplishment instructions of ATR Service Bulletin ATR42-92-0020 dated 17 October 2008 or a later revision approved by the European Aviation Safety Agency (EASA). Requirement 2 mandates that, if any discrepancy is found during Requirement 1, all corrective actions instructed in that Service Bulletin (or later EASA-approved revision) must be accomplished (Requirement).
Timing is imposed. Requirement 1 must be completed within 550 hours time in service after the effective date of the Directive, and Requirement 2 must be completed before further flight after the Requirement 1 verification (Compliance). The Directive became effective on 12 March 2009 (Compliance). The instrument also cross-refers to EASA AD 2008-0218 and records a background history that links this inspection to concerns about incomplete or incorrect implementation of ATR modification 05780 on aircraft manufactured or delivered before 1 April 2008 (Background). The Directive is signed by James Coyne, Delegate of the Civil Aviation Safety Authority, dated 27 January 2009 (signature and date).
Mechanically, the AD converts a Service Bulletin (ATR42-92-0020) into a mandatory inspection and corrective-action obligation for the three serial-numbered aircraft, with specified compliance windows and a before-further-flight requirement for rectification of found defects. The AD does not itself include detailed technical instructions; it incorporates the ATR Service Bulletin and any later EASA-approved revision by reference (Requirement).
