What it does
This Airworthiness Directive (AD/ATR 42/23), effective 18 April 2008, mandates inspection and modification of electrical wiring routing and protection in the rear baggage zone adjacent to the forward side of the aft pressure bulkhead on specified ATR 42 series aeroplanes. Mechanically, the Directive requires three things:
- Requirement 1: a one-time inspection of the electrical routing in the rear baggage zone in accordance with the accomplishment instructions of Service Bulletin (SB) ATR42-92-0015, dated 11 February 2008, to search for chafing and contact between cable bundles and airframe structure.
- Requirement 2: if any damage is found during Requirement 1, the operator must (a) contact and report the findings to ATR using the accomplishment form enclosed in SB ATR42-92-0015 to obtain an approved repair solution and perform the repair in accordance with ATR instructions, and (b) modify the electrical routing and wire bundle protection per SB ATR42-92-0018, dated 11 February 2008.
- Requirement 3: if no damage is found during Requirement 1, the operator must (a) report the inspection result to ATR using the form enclosed in SB ATR42-92-0015, and (b) still modify the routing and wire-bundle protection in accordance with SB ATR42-92-0018.
The Directive prescribes compliance windows: Requirement 1 must be done within the next 550 hours time in service (TIS) after the effective date; Requirement 2.a repairs must be done before further flight; Requirement 2.b modifications must be carried out before further flight after any repairs; Requirement 3.a reports must be submitted within 15 days of the inspection; Requirement 3.b modifications must be completed within 5 000 hours TIS after the effective date. The text explicitly allows the use of later revisions of SB ATR42-92-0015 and SB ATR42-92-0018 provided those revisions are approved by the European Aviation Safety Agency (EASA). The AD cross-references EASA AD 2008-0062 and cites background facts from EASA’s investigation: chafed wiring affecting rudder trim, pitch trim and stick pusher control wires had been found and reported by an ATR operator. The AD is signed by James Coyne, Delegate of the Civil Aviation Safety Authority, dated 15 April 2008.
