What it does
This Airworthiness Directive (AD/AT 800/10, effective 18 January 2007) mandates inspection and modification work on specified Airtractor AT-802 and AT-802A aircraft relating to the upper rudder hinge. It prescribes (1) recurring visual inspections of the rudder and vertical fin upper hinge attachment area for loose fasteners, cracks and corrosion, using Snow Engineering Co. Service Letter No. 247 (SL No. 247) dated 14 August 2005, revised 17 May 2006; (2) mandatory replacement of damaged parts and installation of an external doubler at the upper rudder hinge if damage is found (with the replacement and doubler installation to follow SL No. 247 and Snow Engineering Co. Process Specification No. 145 dated 6 December 1991); and (3) mandated installation of the external doubler as a terminating modification (Requirement 3). The AD expressly prohibits installing a rudder unless the external doubler at the upper rudder hinge is incorporated as of the effective date (Requirement 3). The document identifies the hazard in the Background: reports of in-flight rudder separation at the upper attach hinge, loose hinges, skin cracks and repair signs; hinge failure has led to loss of yaw control and incidents where the rudder folded over and could contact the elevator, affecting pitch control and risking loss of control. The AD applies only to serial numbers 802/802A-0001 through 802/802A-0215 (Applicability).
The Compliance section sets out the inspection and modification timing: initial inspection at accumulation of 3,500 hours time in service (TIS) or within 100 hours TIS after 18 January 2007, whichever is later; thereafter at intervals not to exceed 100 hours TIS (Compliance for Requirement 1). If damage is detected, replacement and doubler installation must be done before further flight (Compliance for Requirement 2). The external doubler must be installed by accumulation of 5,000 hours TIS or within 100 hours TIS after 18 January 2007, whichever is later, unless already done (Compliance for Requirement 3). The AD notes that installation of the external doubler is terminating action for the recurring inspection requirement (Note 1) and cross-references FAA AD 2006-23-14 (Note 2). The AD is issued by a CASA delegate, signed 23 November 2006.
