What it does
This instrument is an airworthiness directive titled AD/AT 600/8 Overturn Skid Plate 8/2008, issued by the Civil Aviation Safety Authority and signed by Delegate David Villiers on 13 June 2008. The AD applies to Air Tractor AT-602 aeroplanes with serial numbers -0337 through -1153, see the "Applicability" block. It prescribes a mandatory physical modification to the underside/forward structure used in overturn skids. The "Requirement" text sets two mutually exclusive pathways depending on the plate already fitted: if the aircraft already has overturn skid plate kit part number 11411-1-500 or an FAA-approved equivalent fitted, the operator must install kit P/N 11411-1-501 modification kit. If there is no overturn skid plate installed, the operator must install overturn skid plate kit P/N 11411-1-502 or an FAA-approved equivalent part number. The AD sets a compliance deadline of 180 days after its effective date, and it states the AD becomes effective on 31 July 2008.
The AD cross-references FAA AD 2008-11-17 and Snow Engineering Service Letter No. 97, revised 7 November 2007, for background and technical reference, as stated in the "Note". The "Background" paragraph explains the safety issue the AD addresses: accident reports on other Air Tractor models (AT-301 and AT-401) that show tail-first overturn skids can result in the windshield and overturn tube acting as a scoop, allowing foreign material into the cockpit and possibly contributing to pilot deaths. The AD records manufacturer experience that an installed overturn skid plate was intended to reduce cockpit contamination during an overturn, and that bolts attaching earlier skid plate designs have broken in overturn accidents, allowing the plate to rotate and intrude into the cockpit. The AD therefore requires installation, or replacement/modification, to ensure skid plates are present and their forward and rear connections do not break as they did in prior accidents.
