What it does
This Directive, titled AD/AT 600/4 Amendment 4 and dated 11/2009, prescribes mandatory inspection requirements for the engine mounts of Airtractor Model AT-602 aeroplanes with serial numbers 0001 through 1141. Mechanically, the Directive requires operators to inspect engine mounts in accordance with Snow Engineering Co. Service Letter No. 253, Revision C, dated 17 April 2008. The inspection obligation applies whether the engine mount has had gussets fitted or not. The Directive sets out initial inspection triggers and repetitive inspection intervals tied to the aircraft's hours time in service (TIS), with different schedules for aircraft with less than 5,000 hours TIS and for those with 5,000 hours TIS or more. The compliance language includes precise timing windows: for aircraft under 5,000 hours TIS the initial inspection is tied to 1,300 hours TIS or a specified window after 30 August 2007, and thereafter inspections every 300 hours TIS; for aircraft at or above 5,000 hours TIS the initial inspection is tied to the 5,000-hour mark or near-term windows after 30 July 2009 or from the last inspection, and thereafter inspections every 100 hours TIS. The Amendment 4 text corrects minor typographical errors in the Compliance section paragraphs 1.b and 2.b, but expressly states there is no change to the technical requirements and that the compliance times remain unchanged by this issue of the Directive. The document records that it becomes effective on 22 October 2009 and is signed by David Villiers, Delegate of the Civil Aviation Safety Authority, dated 4 September 2009. The Directive also records that it refers to FAA AD 2009-11-05 Amendment 39-15915 and, in its background, describes the sequence of prior amendments which adjusted initial compliance timing, added a gusset modification as a previously mandatory terminating action, and then reinstated repetitive inspections after reported failures of installed gussets.
