What it does
This instrument is an Airworthiness Directive directed at a defined subset of Airtractor aeroplanes, imposing mandated inspections, corrective actions and a retrofit requirement for the rudder upper hinge area. It applies to Model AT-402, AT-402A and AT-402B aircraft with serial numbers 0694 through 1176 (Applicability). The directive requires an initial inspection of the rudder and vertical fin hinge attachment and repetitive follow-up inspections, and it mandates the installation of an external doubler at the upper rudder hinge as the terminating action for the inspections (Requirement 1; Requirement 2.2). If inspection reveals damage, the directive requires replacement of any damaged parts before further flight, and the installation of the external doubler as specified (Requirement 1). As of 18 December 2008, the directive prohibits installing any rudder that does not have the external doubler incorporated (Requirement 1 note).
Compliance timing is specified in two parts. First, the initial inspection is required when the aircraft accumulates 3,500 hours time in service or within 100 hours time in service after 18 December 2008, whichever occurs later; thereafter inspections must be repeated at intervals not exceeding 100 hours time in service until the external doubler is fitted (Compliance 1). Second, the external doubler installation is required when the aircraft reaches 5,000 hours time in service or within 100 hours time in service after 18 December 2008, whichever occurs later, unless already completed (Compliance 2). The directive becomes effective on 18 December 2008 and references Snow Engineering Co. Service Letter No. 247, revised 2 June 2008, and Snow Engineering Co. Process Specification Number 145 dated 6 December 1991 as the technical means by which inspections and installation are to be accomplished (Requirement text). The text also refers to FAA AD 2008-21-08 Amdt 39-15692 (Note).
