What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA), titled AD/AT/28 Upper Rudder Hinge 1/2007. It requires inspection and, where necessary, repair or modification of the upper rudder hinge area on specified Airtractor AT-500/AT-502 family aeroplanes. The AD prescribes a visual inspection regime for the rudder and vertical fin skins, spars, hinges and brackets and mandates an external doubler be installed at the upper rudder hinge. It sets specific compliance intervals and a terminating modification that stops the recurring inspection requirement (Note 1). The AD becomes effective on 18 January 2007 and was signed by a CASA delegate on 23 November 2006.
Mechanically, the AD does three things. First, it requires periodic visual inspections for loose fasteners, cracks and corrosion in the upper rudder hinge area in accordance with Snow Engineering Co. Service Letter (SL) No. 247 dated 14 August 2005, revised 17 May 2006 (Requirement 1). Second, where damage is detected, it requires replacement of damaged parts and installation of the external doubler in accordance with SL No. 247 and Snow Engineering Co. Process Specification No. 145 dated 6 December 1991 (Requirement 2). Third, it requires installation of the external doubler as a mandatory modification (Requirement 3) and expressly states that no rudder may be installed unless the external doubler is incorporated (Requirement 3). The AD also states that installation of the external doubler is terminating action for the Requirement 1 inspection obligations (Note 1). The instrument cross‑references FAA AD 2006-23-14 Amdt 39-14826 (Note 2).
The AD is limited in scope by its applicability clause to specified serial-number ranges of Airtractor AT-502, 502B and 502A aeroplanes. It sets initial and recurring inspection thresholds tied to time-in-service hours and includes immediate “before further flight” action where damage is found (Compliance 1-3). These are the operative changes the AD imposes on affected aircraft and their operators.
