What it does
This instrument is an Airworthiness Directive (AD) that mandates inspection, torque adjustment and scheduled replacement of the horizontal stabiliser attachment eyebolts on specified Airtractor aeroplane models. The AD sets mandatory tasks and timelines. The operative requirements are stated under the headings "Requirement" and "Compliance" in the source text. The Directive requires two core actions: first, tighten the four eyebolts attaching the front and rear spars of the horizontal stabiliser to their respective stabiliser struts to the torque values referenced in Snow Engineering Co. Service Letter (SL) No. 129, revised 21 October 2004; second, replace eyebolts in accordance with SL No. 129 (original issue 26 September 1994, revised 21 October 2004). The AD also contains an installation prohibition: do not install specified 5/16-inch, 7/16-inch or 9/16-inch eyebolt part numbers if those specific eyebolts exceed the cumulative hours time in service specified in Requirement 2 of the Directive. The listed part numbers are AN44-17A, AN44-21A, AN47-22A, AN-47-30A, 30774-1 and 30775-1.
The AD prescribes the initial and recurring compliance windows. Tightening must be done within 100 hours time in service or 12 calendar months after 1 September 2005, whichever occurs first, unless already accomplished, and thereafter tightening must occur at intervals not to exceed 12 calendar months. Replacement must be performed initially upon accumulating the applicable hours time in service specified in SL No. 129, or within 50 hours time in service after 1 September 2005, whichever is later, and thereafter at the intervals specified in SL No. 129. The AD becomes effective 1 September 2005 and is signed by a CASA delegate (David Villiers) on 20 July 2005. The AD cites FAA AD 2005-13-12 Amdt 39-14149 as a referent and references Snow Engineering SL No. 129 for the technical torque and life limits.
