What it does
This Airworthiness Directive, titled AD/AS 355/64 Amdt 1 and issued by the Civil Aviation Safety Authority (CASA) delegate, revokes the prior AD/AS 355/64 and imposes mandatory inspection and replacement obligations on specified servocontrols installed in Eurocopter AS 355 series helicopters. The instrument applies to "All AS 355 helicopters, versions E, F, F1, F2 and N, fitted with main and tail servocontrols listed in Table 1 and Table 2 of this Directive" (Applicability). It identifies, by part number and an extensive set of serial numbers, the affected components (see Table 1 and Table 2).
Mechanically the AD requires four distinct actions. First, operators must check whether any servocontrols listed in Tables 1 and 2 are installed (Requirement 1). Second, servocontrols listed in Table 1 must be replaced with servocontrols not listed in either Table 1 or Table 2, "before further flight" (Requirements 2 and Compliance 2). Third, servocontrols listed in Table 2 must be replaced with servocontrols not listed in either Table 1 or Table 2, within 550 flight hours or 24 months, whichever occurs first, following the effective date (Requirement 3; Compliance 3). Fourth, installation of any servocontrols listed in Table 1 or Table 2 is prohibited from the effective date (Requirement 4; Compliance 4).
The AD is explicit about part-number detail: the tables state the affected TRW-SAMM P/Ns SC5081-1, SC5082-1, SC5083, SC5084, SC5071-1 and SC5072, and give many serial numbers and ranges (Table 1 and Table 2). Note 1 clarifies that the tables list part numbers "without the suffix 'V'" and defines the "V" marking as an engraving indicating a servocontrol that "have been checked or reconditioned by TRW-SAMM." The Requirement language mandates replacement with servocontrols "not listed in Table 1 or Table 2."
Administratively, the AD is issued under subregulation 39.1(1) of the Civil Aviation Safety Regulations 1998, and the amendment becomes effective on 9 May 2003. The directive records that the original issue became effective on 3 December 2001 and that this amendment was prompted by additional defects discovered in servocontrols with further part numbers and serial numbers (Background). The AD also notes that DGAC AD 2003-100(A) refers (Note 2). The AD is signed by the CASA delegate and was notified in the Commonwealth of Australia Gazette on 9 May 2003.
