What it does
This directive imposes a mandatory continuing airworthiness regime on operators of Eurocopter AS 355 helicopters fitted with specific tail rotor blades. It requires repetitive visual inspections of the trailing edge of those blades for cracks, and mandates repairs on certain blades with defined part numbers and serial numbers. The directive is Amendment 5 of AD/AS 355/60, issued by the Civil Aviation Safety Authority (CASA) under delegation from the Australian Government. It makes three distinct requirements. First, a visual inspection of tail rotor blades in accordance with Eurocopter Alert Service Bulletin (ASB) No. 05.00.38 Revision 2 (or any later EASA approved revision). That inspection must occur at every check after the last flight of the day (the ALF check) and, in any event, at intervals not exceeding 10 flight hours between successive checks. If a crack is detected, the pilot must not fly again until the repair instructions in the ASB are completed. Second, for blades with part number 355A12-0050-00 (and its dash variants) bearing serial numbers listed in ASB 05.00.38 Revision 3 (or later) or serial numbers below 8419 with specific log card annotations (“repaired as per Work Card 64.10.00.872” or “repaired as per Work Card 64.10.20.712”), the operator must accomplish the instructions of Repair Sheet FR CN 376 or FR CN 453. That requirement had a deadline of 31 March 2009, unless already accomplished. Third, as from 9 April 2009, no person may install on any AS 355 helicopter a tail rotor blade with a listed part number unless that blade has been inspected and, if necessary, repaired in accordance with the current version of the ASB. The directive also provides that the required visual inspection may be performed and certified by a Pilot in Command who has been trained to do the inspection by an appropriately qualified person. In that case, a copy of the requirement document (the Eurocopter ASB) and a copy of the directive must be carried in the aircraft. The directive must also be entered on the Maintenance Release as maintenance required. Amendment 5 specifically adds the AS 355 NP model to the applicability, although at the time of issuance no NP helicopters were on the Australian Register. The compliance times for all earlier amendments remain unchanged by this amendment.
