What it does
This instrument is an airworthiness directive (AD) issued by the Civil Aviation Safety Authority, titled AD/ARRIUS/11 Amdt 1 and dated for amendment in 9/2007. Its operative requirement is narrow and prescriptive: it mandates incorporation of modification Tf55 into affected engines by following paragraph 2 of Turbomeca Mandatory Service Bulletin No. 319 73 4055, or any later revision of that service bulletin that has been approved by the relevant National Aviation Authority. The express text reads: "Requirement: Incorporate modification Tf55 in accordance with paragraph 2 of Turbomeca Mandatory Service Bulletin No. 319 73 4055 or later NAA approved revisions."
The AD applies to "TURBOMECA ARRIUS 2F turboshaft engines", the applicability having been broadened by this amendment to include all ARRIUS 2F engines. Compliance is time‑bound: the AD requires the modification to be done "Before 30 September 2007, unless previously accomplished." The amendment itself "becomes effective on 30 August 2007." The AD records an explicit link to European regulation by noting that "EASA AD 2006-0237 dated 9 August 2006 refers."
The directive is safety‑remedial in form and aims to eliminate a specific mechanical risk identified in the background text. The stated mechanical change is replacement of the "constant delta pressure diaphragm" where that diaphragm may have been installed the wrong way round; the replacement diaphragm is one "having two projections indicating proper direction." The background explains the causal chain the regulator relies on: a diaphragm installed the wrong way led to deterioration, that led to increased fuel flow, this increased gas generator and power turbine ratings, which culminated in power turbine blade‑shedding (blades contained) and an uncommanded in‑flight engine shut‑down. The AD is signed by a CASA delegate, David Punshon, and bears dates in June and August 2007 for issuance and effectiveness.
