What it does
This instrument is an airworthiness directive titled AD/ARRIEL/20, dated 2/2005, issued by the Civil Aviation Safety Authority (signature line: David Punshon, Delegate of the Civil Aviation Safety Authority, 6 January 2005). It directs mandatory inspection and recalibration work on a defined population of Turbomeca Arriel 2S1 turboshaft engines. The directive states the applicability as "Arriel 2S1 turboshaft engines whose Module 01 serial number is listed in Turbomeca Mandatory Service Bulletin (MSB) A 292 72 2816." The directive makes compliance conditional: "Unless previously accomplished, perform the following in accordance with MSB A 292 72 2816."
Mechanically, the AD requires two actions performed in accordance with the specified Turbomeca MSB. First, check the torque measurements made by the production Digital Engine Control Unit (DECU) installed on the engine and compare them to those obtained from a prototype DECU installed in parallel with the production DECU. Second, recalculate the new conformation resistance values and recalibrate the torque conformation box. The directive repeats the instruction in plain terms: check DECU torque measurements against prototype DECU measurements, recalculate conformation resistance values, and recalibrate the torque conformation box per MSB A 292 72 2816.
The AD includes a compliance deadline: "Before 31 January 2006." It also states the effective date for the Airworthiness Directive as "17 February 2005" while the signature line carries the date 6 January 2005. The directive explicitly references related foreign approval: “Note: DGAC AD F-2004-192 (EASA approval 2004-12118) refers.”
The background paragraph in the AD sets out the operational problem identified by the Direction Générale de l’Aviation Civile of France. It reports an inaccuracy in the DECU used on the TM-USA engine test bench for Arriel 2S1 engines tested between April 1999 and July 2004, corrected in August 2004, but leaving affected engines subject to a conformation error of the engine torquemeter on Module 1 that "can lead to an overestimation of the torque." The AD quantifies that overestimation as "up to 27 N.m (3.0% torque)" and records secondary effects: "a possible overestimation of the power margin during the Power Assurance Check" and "a possible power limitation below the minimum declared levels of the 'OEI 30s', 'OEI 2min' and 'OEI continuous' ratings in a limited part of the flight envelope." The directive therefore prescribes the specified measurement checks and recalibration to correct the conformation error.
