What it does
This instrument is an Airworthiness Directive (AD/APU/23) addressing the exhaust thermal insulation on Microturbo SA Saphir 2 Model 016 auxiliary power units (APUs). Mechanically, it creates four mandatory actions for operators of affected APUs: (1) an initial inspection for signs of deterioration; (2) repetitive inspections at a prescribed interval; (3) immediate replacement of the exhaust thermal insulation if deterioration is found; and (4) a mandatory replacement of the exhaust thermal insulation within a prescribed total time limit. The directive expressly ties the replacement work to the accomplishment instructions set out in Microturbo Alert Service Bulletin 49-11A76 Revision 1, dated 6 September 2007, and permits use of later approved revisions of that document for compliance.
Timing obligations are explicit. The initial inspection (Requirement 1) must be completed within 10 APU operating hours from the AD’s effective date; repetitive inspections (Requirement 2) must occur at intervals not exceeding 10 APU operating hours; replacement where deterioration is detected (Requirement 3) must be completed before the APU is operated again; and blanket replacement (Requirement 4) must occur within 50 APU operating hours from the effective date. The AD becomes effective on 2 July 2009; it was signed by a CASA delegate, James Coyne, on 22 May 2009. The AD also cross-references EASA AD 2009-0100 (dated 4 May 2009).
The AD confines its applicability to APUs on which the exhaust thermal insulation has been replaced since 1 January 1995, and identifies the affected part numbers: 016-33-01 (Inner Thermal Insulation), 016-33-02 (Outer Thermal Insulation) and 016-33-03 (EGT Sensor Thermal Insulation). The safety rationale set out in the document is that a lapse in manufacturing quality control may have produced parts that do not meet the approved design standard and may fail in service, possibly causing rapid deterioration of insulation, loss of insulation efficiency, exposure of the hot APU exhaust section and risk of fire.
