What it does
This Airworthiness Directive (AD/APU/21, RE220 Fuel Nozzles, 8/2007) prescribes mandatory corrective actions for Honeywell International Inc. model RE220 (RJ) auxiliary power units (APUs) having part number (P/N) WE3800770-2, which are installed in, but not limited to, Bombardier model CL-600-2C10 aeroplanes. The AD requires three immediate physical modifications and a post-modification check: (1) replace existing fuel nozzles P/N WE3830486-2 with new-design fuel nozzles P/N WE3830513-1, (2) re-identify the affected APU identification plate to show the new APU P/N WE3800770-3 and mark conversion details, and (3) start the APU and perform a visual fuel leak inspection after one minute of operation. In addition, the AD imposes an ongoing prohibition: from the effective date, do not install the old fuel nozzles P/N WE3830486-2 in any APU re-identified as P/N WE3800770-3.
The AD sets binding compliance timeframes. Actions (1), (2) and (3) must be completed within 30 days after the effective date of this AD, unless already accomplished prior to that date. The prohibition on reinstalling the old nozzles into converted APUs (action 4) applies from the effective date. The directive points operators to Honeywell Alert Service Bulletin RE220-49-A7714 dated 4 November 2002 for information on the nozzle replacement procedure, and it explicitly references FAA AD 2003-15-07 Amdt 39-13250 dated 24 July 2004. The AD becomes effective on 2 August 2007 and is signed by David Punshon, Delegate of the Civil Aviation Safety Authority (dated 19 June 2007). The stated safety rationale in the AD is that reports of cracks in the existing fuel nozzles have led to fuel leaks, and the specified actions are intended to prevent APU compartment fires and fuel vapour explosion.
Mechanically, the AD changes three things for each affected APU: the physical fuel-delivery hardware (nozzles), the identity printed and stamped on the identification plate (P/N and conversion markings), and the operating/inspection routine immediately after replacement (one-minute run and visual leak check). It also creates a compliance rule forbidding the reinstallation of the replaced nozzle into any re-identified APU. The AD therefore converts an as-installed APU P/N WE3800770-2 into a physically modified and administratively re-identified unit P/N WE3800770-3, with a corresponding prohibition on reverting to the old nozzle P/N.
