What it does
This instrument is an Airworthiness Directive titled AD/AMD 50/44, issued for specific Dassault Mystere-Falcon 900 and Falcon 900EX aeroplanes and effective 13 March 2008 (Compliance; This Airworthiness Directive becomes effective on 13 March 2008). It mandates a physical inspection and any related corrective action for a particular installation risk: the air gasper installation in the third crew member control panel located in the left-hand and right-hand crew closets. The directive requires a "detailed inspection of the air gasper installation in the 3rd crew control panel of the LH and RH crew closet for interference and/or damage; and carry out all applicable related corrective actions as instructed in the accomplishment instructions of Dassault Aviation Service Bulletins F900-360 or F900EX-261 both dated 20 July 2005, as applicable" (Requirement). The compliance timeframe is explicit: works must be completed "within the next seven months after the effective date of this Directive" (Compliance).
The AD identifies the safety hazard that motivates the measure: reports of smoke in the crew closet area led to investigation revealing "a potential for chafing between the rheostat of the 3rd crew member control panel reading light and the air gasper flexible hose, or with the electrical wires nearby" and that "if let uncorrected, this chafing may expose the metallic spiral armature of the flexible hose, or damage the electrical wires insulation, which could result in a short-circuit generating sustained overheating and smoke emission" (Background). The directive refers operators to Dassault service bulletins F900-360 or F900EX-261 (both dated 20 July 2005) for the detailed accomplishment instructions, and it accepts later revisions of those service bulletins only when "approved by the European Aviation Safety Agency (EASA)" (Requirement). The AD also notes that "EASA AD 2008-0013 refers" (Requirement, Note).
