What it does
This instrument is an Airworthiness Directive (AD) labelled AD/AL 250/90, dated 12/2006 and signed by James Coyne as Delegate of the Civil Aviation Safety Authority (CASA) on 13 October 2006; it became effective on 23 November 2006. It imposes two principal mechanical obligations on operators and maintainers of certain Rolls‑Royce Corporation (RRC) model 250 turboshaft engines fitted with specific third‑ and fourth‑stage turbine wheels.
First, the AD requires operators to record each occasion a third‑ or fourth‑stage turbine wheel “enter[s] into the speed range between ‘Event Threshold’ and ‘Maximum Overspeed Transient’.” The AD mandates how to determine that speed range: operators must “use paragraph 2.A. through 2.A.(5) of the Accomplishment Instructions and the applicable Figures 1 through 5 of RRC Alert Commercial Engine Bulletins (CEBs) No. CEB A‑72‑3272, No. CEB A‑72‑5048, and No. CEB A‑72‑6054 (combined in one document), all Revision 2, dated 27 June 2006 to determine the speed range.” That requirement is set out as Requirement 1 in the AD.
Second, the AD requires removal and retirement of any affected third‑stage or fourth‑stage turbine wheel once retirement criteria are met. The AD provides a bright‑line flight‑safety trigger: retirement must occur “before further flight after the sixth time the wheel enters into the speed range between ‘Event Threshold’ and ‘Maximum Overspeed Transient’.” The AD also specifies that these retirement criteria are additional to existing published hour and cycle life limits: “Wheels must be retired when they exceed any published life limit (transient speed excursions, hours, or cycles).”
The AD identifies applicability narrowly by engine model and by turbine wheel part number. It lists specific RRC 250 models and the two P/Ns for third‑stage wheels (P/N 6898663 or P/N 23065843) and the two P/Ns for fourth‑stage wheels (P/N 6892764 or P/N 23066744). The AD notes these engines are installed on, but not limited to, several helicopter types including Bell 206L‑3/4, Bell 230, Bell 407, Bell 430, MDHI 369F/369FF/600N, and Sikorsky S‑76A.
