What it does
This instrument is an Airworthiness Directive issued by the Civil Aviation Safety Authority (CASA) recorded as AD/AL 250/89, dated 9/2006, that prescribes removal and re‑installation restrictions for specified gas producer rotor assembly tie bolts used in certain Rolls‑Royce Corporation (RRC) Allison 250 series turboprop and turboshaft engines. Mechanically, the directive does two things.
First, it requires removal from service of the tie bolts listed in Table 1 of the directive and replacement with tie bolts that do not carry any part numbers listed in Table 1 (Requirement, para 1). Table 1 lists affected part numbers and their manufacturers: EXTEX Ltd. P/Ns A23008020 and E23008020; Rolls‑Royce Corporation P/Ns 23008020, 6843388 and 6876991; Superior Air Parts Inc. P/N A23008020; and Pacific Sky Supply Inc P/N 23008020P (Applicability, Table 1). The aircraft types that commonly use the affected engines are listed in Table 2 , examples include Agusta A109 series, Bell 206 series, Eurocopter AS355 variants, McDonnell Douglas 369/500N series and others , but the directive expressly states these engines are installed on, but not limited to, the aircraft listed (Applicability, Table 2; Note 1).
Second, the directive imposes an immediate prohibition on installing any of the Table 1 P/Ns in any RRC 250‑B and 250‑C series turboprop and turboshaft engines: "Do not install any gas producer rotor assembly tie bolt P/Ns listed in Table 1 of this AD in any RRC 250‑B and 250‑C Series turboprop and turboshaft engines" (Requirement, para 2). The compliance timing is bifurcated: replacement must occur either at the next disassembly for any reason or by 31 October 2011, whichever occurs first; the prohibition on installation is effective from the AD's effective date (Compliance paras 1-2). The AD becomes effective 31 August 2006 (Effective date).
