What it does
This instrument is an airworthiness directive styled AD/AC/100 dated 9/2006 and issued by the Civil Aviation Safety Authority (signed by David Villiers, Delegate of CASA, 21 July 2006). The directive sets mandatory inspection and corrective-action requirements for specified Twin Commander aircraft. The operative commands are in the Requirement and Compliance entries of the text.
Mechanically, it requires operators to:
- visually inspect, using the fluorescent dye penetrant method, the support structures for the inboard and centre aileron hinge fittings on both wings, in accordance with Twin Commander Aircraft LLC Alert Service Bulletin (ASB) 236A and ASB 238, both dated 21 December 2004 (Requirement);
- if no cracks are found, reinforce the support structures for the inboard and centre aileron hinge fittings that are crack free before further flight (Requirement);
- if cracks are found, replace and reinforce the cracked support structures for the inboard and outboard hinge fittings before further flight (Requirement).
The Compliance entry prescribes the time limit: unless already accomplished, the inspection and corrective actions must be completed within 150 hours time in service or 12 months after 31 August 2006, whichever occurs first. The directive also contains an explicit effective date: "This Airworthiness Directive becomes effective on 31 August 2006."
The instrument records a connection to a United States authority by note: "Note: FAA AD 2006-15-01 Amdt 39-14681." The Background section explains the operational risk motivating the directive: reports of cracks in these support structures and the potential result that aileron failure could lead to reduced controllability or loss of control of the aircraft.
