What it does
This instrument is Airworthiness Directive AD/AB139/5, issued by the Civil Aviation Safety Authority and effective 10 April 2008. Mechanically, the directive mandates repetitive inspections and conditional repair or replacement of the exhaust tailpipe assembly on specified Agusta AB139 and AW139 helicopters. The directive applies to AB139 and AW139 helicopters of all serial numbers except 31002, 31003, 31004 and 31007, but only where the tailpipe assemblies have Part Number 3G7800L00131 for the left hand side or 3G7800L00231 for the right hand side, see the Applicability table.
The directive sets out six numbered actions. Requirements 1 and 2 mandate inspection of the tailpipe assembly in accordance with Agusta Bulletin (BT) 139-069 Revision A dated 8 November 2006, or a later approved revision, differentiating the text by helicopter model (AB139 and AW139). Requirements 3 and 4 require replacement of a damaged tailpipe assembly with an airworthy part in accordance with the Agusta AW139 Aircraft Maintenance Publication (AMP) where heat damage or certain cracks are found inside or outside the cowling respectively. Requirement 5 provides two alternative repair paths where cracks found outside the cowling are within the allowable limits of BT 139-069 Rev A: either drill a stop hole and monitor crack growth, or repair in accordance with the bulletin. Requirement 6 mandates repetition of the applicable inspection at intervals not to exceed 25 flight hours.
Timing is explicit. The inspections called for by Requirements 1 and 2 must be done within 30 days after the AD’s effective date unless already accomplished. Replacement or repair actions identified in Requirements 3 through 5 must be completed before further flight after the effective date. Repetitive inspections under Requirement 6 must occur at intervals not exceeding 25 flight hours. The directive notes that repair or replacement of a tailpipe assembly does not terminate the repetitive inspections required by Requirement 6. The directive also references EASA AD 2006-0360-E dated 29 November 2006 and records the signature of David Punshon as the CASA delegate on 27 February 2008.
