What it does
This instrument is Civil Aviation Safety Authority Airworthiness Directive AD/AA-5/23 Amendment 4, titled "Aileron System - Inspections and Modification" (8/2020). It sets mandatory airworthiness actions and compliance timing for True Flight Holdings (Gulfstream / Grumman / American General) model AA-5 series aeroplanes with specified serial numbers. The AD does four mechanical things:
- Identifies the fleet to which it applies (models AA-5, AA-5A, AA-5B with serial numbers AA5-0001 and subsequent; AA-5A-0001 and subsequent; AA5B-0001 and subsequent), and excludes aeroplanes that already comply with Tiger Aircraft LLC Service Instruction SI 06-01, "as in force from time to time" (Applicability).
- Requires inspection in accordance with Gulfstream Aerospace Service Bulletin (SB) 165A, "as in force from time to time" (Requirement), and states that the phrase "as in force from time to time" requires using the most recent version of the referenced document (Note).
- Prescribes timing and intervals: carry out the inspection within 25 hours’ time in service after 26 November 1979, then at intervals not exceeding 100 hours’ time in service unless the aileron has been modified in accordance with Gulfstream Aerospace Service Kit No. 150, "as in force from time to time" (Compliance).
- Sets conditional additional requirements where ailerons have been modified with SK-150: compliance with a note on page 2 of SB 165A concerning the autopilot (permanent disconnection where applicable), and for aircraft fitted with a specific aileron torque tube assembly (part number 5202035-505) compliance with Gulfstream Aerospace Service Bulletin SB 168, including inspections every 100 hours’ time in service for five consecutive inspections without defect (Compliance).
The AD commences on 17 April 2020 and is signed by a delegate of CASA (Pieter van Dijk, 3 April 2020). The Background section explains why Gulfstream/American SB 165A and SB 168 exist, that FAA AD 79-22-04 Amdt. 39-3600 was issued contemporaneously with the original work, that modification SK-150 trims the aileron trailing edge and increases control forces beyond autopilot capability (requiring disconnection), and that Tiger Aircraft SI 06-01 (2006) provides an accepted alternate means of compliance that can eliminate the repetitive 100-hour inspections by verifying aileron contour with a template. Amendment 4 updates the referenced document from SB 165 to SB 165A and approves SI 06-01 as terminating action for the 100-hour repetitive inspections required by both FAA AD 79-22-04 and SB 165A (Background).
