What it does
This instrument is an Airworthiness Directive (AD) issued by the Civil Aviation Safety Authority (CASA) addressing carbon fibre reinforced plastic (CFRP) rudders fitted to certain A330-300 aeroplanes and identical spare rudder parts in storage. The AD identifies applicability, requires “action in accordance with EASA AD 2006-0124,” and cross-references Airbus All Operator Telex A330-55A3036 (dated 2 March 2006) or “later EASA approved revision” as the referenced technical material. The AD sets an effective date of 28 September 2006 and is signed by David Villiers, Delegate of CASA (dated 17 August 2006). The document reproduces the following applicability language verbatim: “All Model A330-300 aircraft, with CFRP rudder part number A55471500 series installed; and any rudder part number A55471500 series stored as a spare part.”
Mechanically, the AD does three things: (1) identifies the affected fleet and spare parts by model and part number; (2) designates an external technical directive, the EASA AD 2006-0124,as the required course of action; and (3) fixes an effective date for compliance. The AD also contains a background narrative describing the initiating event: discovery of inner-skin to honeycomb core disbond and hydraulic fluid traces following maintenance of an A300-600 aircraft, propagation of damage under pressure testing, and analytical findings of reduced inner skin bonding characteristics together with limited hydraulic contamination. The AD states that the rudder model fitted to the A300-600 aircraft “is also installed on certain A330 aircraft,” which is the technical basis for applying the requirement to the A330-300.
The instrument delegates the technical specifics of inspections and corrective work to EASA AD 2006-0124 (and the Airbus telex). The AD itself does not reproduce repair procedures, intervals, or acceptable findings; it directs operators to comply “as specified in the Requirement document,” which is the EASA AD. The AD thereby creates a mandatory duty to follow the referenced external document for all aircraft and spare parts within the stated applicability, effective from the declared date.
