What it does
This instrument is an airworthiness directive amendment (AD/A330/43 Amdt 2) that requires operators of Airbus Industrie A330 series aeroplanes to take specified inspection and corrective actions for a particular cockpit instrument panel bracket, in accordance with a corresponding European Aviation Safety Agency (EASA) AD. The AD applies to all Model A330 aircraft, all serial numbers, except those that already have AIRBUS Modification 53446 incorporated in production or AIRBUS Service Bulletin A330-25-3249 Revision 01 (or a later EASA-approved revision) incorporated in service (Applicability). The directive makes the requirements of EASA AD 2007-0281 mandatory for the affected Australian-registered fleet (Requirement) and sets a revised effective date of 20 December 2007 for compliance (Compliance). The instrument also amends earlier Australian material by introducing Revision 01 of Service Bulletin A330-25-3249 to correct torque values for the fasteners on the new reinforced bracket (Background).
Mechanically, the AD does three things. First, it imports by reference the corrective and terminating actions specified in EASA AD 2007-0281 and the AIRBUS Service Bulletins identified (Requirement; Note). Second, it excludes from the applicability any aeroplanes that already have the named modification or the later Service Bulletin incorporated in service or in production (Applicability). Third, it updates compliance timing by specifying 20 December 2007 as the effective date for this amendment (Compliance). The background section explains the safety rationale: bracket part number F2511012920000 was found cracked on two aircraft and completely broken on both vertical flanges on one aircraft, and the combination of such a hidden failure with horizontal beam failure could lead to collapse of the left cockpit instrument panel (Background). Amendment 1 to the AD previously clarified the inspection threshold and required replacement of the bracket with a reinforced titanium bracket as a terminating action; Amendment 2 introduces the corrected torque values for that reinforced bracket (Background).
