What it does
This Airworthiness Directive (AD/A330/17 Amdt 3), issued by the Civil Aviation Safety Authority (Delegate David Villiers, 17 April 2009) makes mandatory actions for a defined subset of Airbus A330 series aeroplanes by reference to an external directive and manufacturer service information. The AD applies to "All Model A330-200 and A330-300 series aircraft, all serial numbers, equipped with Goodrich slides and slide rafts with part numbers listed in the Effectivity section of DGAC AD F-2004-094 R1" (Applicability). The operative requirement is succinct: "Action in accordance with the requirements of DGAC AD F-2004-094 R1" (Requirement). Compliance timing and procedures are therefore those specified in that DGAC AD: "As specified in the Requirement document" (Compliance). The AD records a specific effective date: "This Amendment becomes effective on 4 June 2009."
Mechanically the AD does three things. First, it identifies the affected fleet by model, equipment supplier and the specific parts referenced by the foreign AD effectivity. Second, it imposes a mandatory duty on operators of those aircraft to carry out the inspections, tests, modifications and other actions set out in DGAC AD F-2004-094 R1 and any manufacturer service bulletins referenced there. Third, it ties the Australian regulatory position to prior amendments: Amendment 1 corrected an error aligning compliance with the DGAC Directive, Amendment 2 "mandated a terminating modification of the Vespel piston inner diameter as per Goodrich VSB 25-347", and Amendment 3 adds aircraft affected information and references the applicable Airbus service bulletin in the Mandatory Actions and Compliance Times section (Background). The AD therefore functions by cross-reference: the substance of required work is contained in the DGAC AD and the Goodrich and Airbus service documentation it names.
