What it does
This Airworthiness Directive (AD) AD/A320/171 (5/2005), issued by the Civil Aviation Safety Authority and signed by David Villiers as delegate, requires replacement of certain Non Textile Floor (NTF) installations on Airbus A319, A320 and A321 series aeroplanes. The AD identifies specific NTF part numbers supplied by Benecke-Kaliko and Gôppinger-Kaliko and requires operators to replace those NTFs with alternative NTFs whose composition (NTF top layer plus adhesive plus phenolic laminate) fulfils the applicable flammability requirements. The replacement must be carried out in accordance with the procedures described in Airbus AMM 25-28-12/42 PB 401. The AD became effective on 12 May 2005 and sets a compliance deadline of no later than 31 March 2009 (see AD text under "Requirement", "Compliance", and the effective date).
The AD is limited in scope to aircraft that are fitted with the listed NTF part numbers (a detailed list appears under "Applicability"). The background statement in the AD explains the reason given for the mandated action: although the NTF top layer passed the 12 second vertical burn test at delivery under JAR/FAR §25.853, later testing or examination showed that the complete installed composition (top layer plus adhesive plus phenolic laminate) did not meet that 12 second vertical burn test requirement. The AD also cross-references DGAC AD F-2005-040 and Airbus Service Information Letter (SIL) 25-131, and notes that the affected NTF part numbers were embodied either in production via a list of Airbus modification numbers or in-service by operator cabin modifications (see "Background" and the list of Airbus modification numbers).
Mechanically, the AD changes inspection and maintenance obligations for operators: affected NTFs must be identified and replaced per Airbus AMM procedures by the compliance deadline. The AD prescribes method (AMM procedure referenced) and performance objective (composition that fulfils applicable requirements as stated), but does not itself specify an alternative part number or detailed material specification beyond the composition elements and reference to the applicable requirements.
