What it does
This Airworthiness Directive (AD/A320/166, dated January 2005) requires operators of Airbus A318/A319/A320/A321 series aeroplanes to amend their Minimum Equipment List (MEL) by inserting a Temporary Revision to the Master Minimum Equipment List (MMEL) that imposes an operational limitation on the use of the speed brake lever when a particular flight-control computer is inoperative or signalling a fault. Concretely, the AD mandates insertion of Temporary Revision (TR) TR No 01-27/01H issue 01 of the MMEL A318/A319/A320/A321, which introduces the limitation: "Above FL 200, the use of speed brakes lever is limited to its half position" when the aeroplane is being operated under MMEL with ELAC 1 (Elevator and Aileron Computer) inoperative or ELAC 1 PITCH FAULT cautions displayed (Requirement paragraph). The AD is applicable to all certified A320 models and serial numbers except aeroplanes that have incorporated Airbus modification 33317 during production or Airbus Service Bulletin A320-27-1149 whilst in service (Applicability paragraph). The AD became effective on 28 January 2005 and required compliance before 31 January 2005 (Compliance paragraph).
The text states that later revisions of the identified MMEL temporary revision, if approved by the French Direction Générale de l’Aviation Civile (DGAC), are acceptable for compliance with the Directive (Requirement paragraph). The AD cross-references DGAC AD F-2005-013 and notes EASA approval number 2005-496 (Note). CASA issued the directive through a delegate, James Coyne (signature and date block). The stated operational objective, set out in the background text, is to prevent a specific combination of system failures and control-surface behaviour that was identified during an investigation as capable of producing an unrecoverable pitch-down and acceleration when the aeroplane is operated in a particular degraded mode (Background paragraph). The AD therefore creates an operational constraint (a crew action and MEL item) that applies only while the aeroplane is being dispatched or operated under the stated MMEL condition.
