What it does
This instrument is an Airworthiness Directive titled AD/750XL/12 addressing the wing rear spar on Pacific Aerospace Model PAC 750XL aircraft (serial numbers 101, 102, 104-128), with an express exception for aircraft that already have modification PAC/XL/0273 incorporated (Applicability). Mechanically, it requires two stages of intervention.
First, it mandates inspection of the inboard ends of the left and right rear spars for security of the blind rivets that join the fuselage attach fitting to the rear spar and inboard rib, inspection of the radii of the rear spar upper and lower flanges for cracking, inspection from the attachment fitting to a point 8 inches (200 mm) outboard, and inspection of the aft flange of the inboard rib for cracking (Requirement 1). If the aft flange is cracked or the rivets show signs of working, the directive requires repair in accordance with modification PAC/XL/0270. If the rear spar itself is cracked, the spar must be replaced before further flight (Requirement 1).
Second, it requires removal of specific blind rivets (part number NAS1738E-6-6) that join rear spar part number 11-20031/32-1 and the aft end of the inboard rib, and replacement with bolts or rivets as specified in drawing No.11-20035 and PACSB/XL/022 (Requirement 2). The instrument identifies an alternative means of compliance for Requirement 2 in modification PAC/XL/0217, which installs a packer on the rear wing pick-up using bolts instead of rivets (Requirement 2, Note 2). Note 1 identifies PAC/XL/0270 as a repair scheme and an alternative to full spar replacement. Note 3 references NZ CAA AD DCA/750XL/9.
The directive sets specific compliance windows. Inspections under Requirement 1 must occur within 50 hours time in service after 3 May 2007, unless already done within the last 50 hours, and thereafter at intervals not exceeding 150 hours until Requirement 2 is accomplished. Requirement 2 must be completed within 300 hours time in service or 12 months after 3 May 2007, whichever occurs first. After Requirement 2 is accomplished, continued inspections of the left and right wing aft attachment area must follow the aircraft maintenance manual at intervals not exceeding 300 hours time in service or 12 months (Compliance). The instrument becomes effective on 3 May 2007 (Compliance; effective date). The official stated rationale is to prevent damage to the rear spar due to working and failing rivets between the wing rear spar and inboard rib (Background).
