> > > > (a) to an Australian citizen, shall be read as a reference to a person who is an Australian citizen within the meaning of the [Commonwealth Act](/view/html/inforce/2026-04-12/act-9999-999#) ; and

> > > > (b) to an alien, shall be read as a reference to a person who is not an Australian citizen within the meaning of the Commonwealth Act.
