- For the reasons given, there will be an order in favour of the rating authorities for the whole of the costs of these proceedings, those costs to be assessed on a party and party basis until 12 March 1998, the day before the swearing of Mr Barbour's affidavit, and thereafter on a solicitor-client basis_._
