1. For the reasons explained above, the decision of the Responsible Authority is affirmed. No permit is granted. Four dwellings would make a contribution to housing diversity goals but this does not outweigh the issues relating to the design response which, on my assessment, does not respect the existing or preferred character and does not implement the statement of preferred character. I am also concerned about aspects of internal amenity, as discussed.

[1] A letter from Hahn Le, owner of No. 103A Princess Street, was received by the Council on 1 July 2015. I was provided with a copy by Mr Kerr and a copy was provided to Mr Milner. To my knowledge, no statement of grounds or letter was sent to the Tribunal. Mr Milner said that he was not in receipt of any letter from Hahn Le. I received the document as a submission. That was without objection from any party. I have considered the grounds.
