14 The waste handling facility proposed is to be located on the eastern side of the northern section of the site adjacent to Stages 3 and 4. The facility will separate waste products for on-sale to other users or for storage on site. This facility will be located on a compacted gravel base and zoned according to material type as well as including areas where mixed loads can be sorted. The materials that potentially will be recycled include glass, paper, plastic, aluminium, tyres, metals, concrete and brick, timber, plaster and possibly soil. Any mulch or green waste that comes to the site is intended to be transferred to a nearby compost operation at Burdett. Further details of the operation of the recycling area and the recovery processes used for recyclable materials are contained in Mr Hancock's report and will not be repeated here. Mr Hancock acknowledged that mixed loads could potentially be a problem in that the sorting such loads is labour intensive with very little potential benefit.
